Julia Babcock


Julia Babcock is a Senior Project Manager for the Hatfield School of Government with a background in urban planning and public management. Since 2009, she has worked on applied research and projects through Oregon Solutions, Center for Public Service and the National Policy Consensus Center. Notable projects include the U.S. EDA Triple Bottom Line Tool (2009-2011), Intel Vietnam Scholars Program (2010-2012), Sage-Grouse Conservation Partnership (2010-2021) and the DLCD Land Use Mediation Program (2015-2021). She was a contributing author on the following PSU Publications: Strengthening Your Community by Tackling Challenges Together: Lessons Learned from the High Desert Partnership and Advancing Collaborative Solutions: Lessons from the Sage-Grouse Conservation Partnership.

Currently Julia serves as Co-Investigator for the USAID Strengthening Provincial Capacity Program (2019-2022) and Project Manager for the National Security Agency Award for Securing the Smart Grid (2021-2024). Since 2011 she has facilitated training, education and exchange programs through the Vietnam Oregon Initiative and since 2012 the Oregon National Guard State Partnership for Peace Program to strengthen trade, education and security relations with Vietnam.
