Jennifer teaches in PSU’s Executive Masters of Public Administration program and the Civic Leadership Minor within the Department of Public Administration. As of June 2026, she is the EMPA Program Faculty Leader.
Jennifer has been a K-20 educator for over 20 years. Jennifer’s research focuses on public institutions and the values they hold, education policy, social systems as complex adaptive systems, and leadership. Her research utilizes machine learning tools to model social systems as complex, adaptive systems. Her goal is to promote and advance theories and practices for leadership and management that lead to more sustainable and resilient institutions. Jennifer’s work also includes a focus on international programs such as the Young Southeast Asian Leadership Initiative (YSEALI). She currently serves as PSU’s YSEALI Action Plan Coach and Program Coordinator.
Jennifer has a B.A. in Arts and Letters, M.Ed. in Curriculum and Instruction, and Ph.D in Public Administration and Policy from Portland State University. Pronouns: she/her/hers
