Added Special Education Endorsement Overview

A quality education is something every student deserves. Portland State University’s College of Education is responding to the need for more licensed special education teachers by offering a 35-credit special education endorsement program that is designed for Oregon teachers with general education licenses. If you are an elementary or secondary teacher, you can add this Special Education Added Endorsement (AddSPED) endorsement to your license. Gain tools to adapt and teach subject areas to students with disabilities, and learn effective instructional techniques from experienced PSU faculty and seasoned community professionals who will guide and mentor you.

AddSPED helps you bring inclusion to your own classroom to create a space where all students can learn. Responsive teaching is needed to maintain equity in education. Expand your opportunities to teach students ages 3–21 who have a range of support needs by blending evidence-based research with creative classroom practices. You'll understand the importance of responsive and effective teaching; creating and sustaining meaningful community partnerships; and developing and disseminating research to advance educational theory, practices, and implementation. Stand up for all students, meet their challenges with real progress, and provide equity in education.

  • Part-time over six terms
  • Enjoy the flexibility of a fully online program with synchronous meeting times to build community and learn through collaboration, discussion, and community

  • Does not require a full-time student teaching experience, allowing candidates to maintain full- time employment throughout the program

The faculty in the Special Educator License program are intensely involved in improving special education services and instruction in Oregon and the nation through developing research-based curricula and teaching methods, setting up model classrooms and programs, and building collaborative relationships within schools and between schools and the community that improve education for students with and without disabilities.

What can I do with an Added Special Education Endorsement?

AddSPED graduates are well-prepared to work with a wide range of students in a variety of instructional settings. Possible roles include both teachers and alternative careers for teachers: self-contained special education classroom teachers, learning specialists, resource room teachers, inclusive/co-teaching roles, and transition specialists.

Graduates of the AddSPED endorsement program are eligible to add an endorsement in special education to their Oregon preliminary or professional license. This endorsement will enable you to teach PreK–12 students who have a wide range of disabilities. Possible roles include both teachers and alternative careers for teachers: self-contained special education classroom teachers, learning specialists, resource room teachers, inclusive/co-teaching roles, and transition specialists.

Twenty-first-century schools are diverse and inclusive communities. Students with special needs receive support for their educational and career goals just like their peers. As a special education teacher, your students will present a range of support needs and you will work with their other teachers, counselors, and families to create their Individualized Education Plans. Special education teachers develop unique insights into their students' needs, supporting their growth and learning through creative practices. This means that special education teachers often have the most diverse teaching jobs.

Our special education licensure program will teach you the fundamentals of a comprehensive special education program, how to implement that in your classroom, and provide you with the practice to develop and hone your skills through field experiences. As a special education teacher, you will understand the importance of responsive and effective teaching; creating and sustaining meaningful community partnerships; and developing and disseminating research to advance educational theory, practices, and implementation. Program specifics

  • Two-year program of study (64 credits) leads to a Preliminary Teaching License. You can choose to complete master's degree requirements at the same time or after program completion to earn a master's degree in special education.

Criminal Behavior & Justice Certificate Overview

The Criminal Behavior and Justice Undergraduate Certificate prepares students to understand the causes of criminal behavior. This certificate is worthwhile for students who are interested in exploring the complex nature of crime and factors that contribute to criminal behavior in general, and within specific populations and contexts. The Criminal Law and Justice Undergraduate Certificate is for students eager to explore the complexities of criminal law. Orientation and Mobility for Children, Youth and Adults Graduate Certificate Overview

Nationwide, there is a critical shortage of orientation and mobility specialists. Orientation and Mobility (O&M) specialists educate students with visual impairments, including those with deafblindness. The need for evidence-based instruction for individuals with visual impairments in all geographic areas is great. It is a particular need in rural and remote communities where there are too few O&M Specialists. Providing quality O&M services to people, regardless of geography, is a matter of equity. In fact, O&M is recognized in special education and rehabilitation laws, including the Individuals with Disabilities Education Act (IDEA) and the Rehabilitation Act (RA) of 1973. O&M skills have been associated with higher rates of education, employment and quality of life. O&M specialists teach people how to travel safely, efficiently, and with purpose in a variety of environments.

The O&M program is an extension of the Visually Impaired Learner (VIL) program. VIL has been preparing teachers of students with visual impairments (TSVIs) since 1964. The O&M program is professionally accredited by the Association for Education and Rehabilitation of the Blind and Visually Impaired (AERBVI).

O&M is a non-licensure program. Graduates of this certificate are NOT eligible for licensure in Oregon, or any other state.

Orientation and Mobility for Children, Youth and Adults Graduate Certificate: Why PSU?

Portland is known as a leader in accessibility discussions, and PSU supports this by offering the only O&M program in the Pacific Northwest. PSU also is host to the Pacific and Northwest Consortium for Vision Education (PNWCVE). PSU is supported by diverse regional partners. This offers O&M students a highly networked experience. You become collaborators in regional opportunities. O&M will assist you in building competencies through projects with partners. The program also teaches innovative ways to address service needs in rural and geographically remote regions. We believe that within our differences lie individual strengths. For that, we foster generous self-respect and relentlessly support one another toward maximal contribution and impact.

About the program

Applicants from PNWCVE member states (Oregon, Washington, Hawaii, Idaho, Alaska, and Montana) receive priority admissions and federal grant funding when available. Applicants from nonmember states are welcome to apply and are accepted on a space-available basis.

O&M is a non-licensure program. Graduates of this certificate are not eligible for licensure in Oregon, or any other state. If you are interested in related licensure programs, please visit Visually Impaired Learner for a Preliminary Teaching License or to add an endorsement to a special education license.

What can I do with a graduate certificate in Orientation and Mobility for Children, Youth and Adults?

The O&M program launched its first cohort in fall 2017. Our students are already having an impact, promoting progress, and supporting student goals in a diverse range of schools, universities, rehabilitation settings, and community organizations. These include the Columbia Regional Service Center, the Oregon Commission for the Blind, and the Washington State School for the Blind. Others work in similar organizations in Alaska, Hawaii, Idaho, and Montana, and across the country.
