ABOUT THE TALK: In a world of heightened geopolitical competition, including hot wars in Ukraine and the Middle East, as well as vast humanitarian crises in multiple countries, including Venezuela and Haiti in the Americas, how can Latin American governments cope? When individual countries’ policy actions are ineffective responses to global challenges, intra-regional cooperation is an enticing alternative. How/when/why does international policy regionalism work—or fail? Closer attention to systemic power structures (both interstate distributions of capabilities and interstate network links) can improve outcomes when constructing regional multilateral institutions. The trajectories of three regional development banks—the Inter-American Development Bank, Development Bank of Latin America (CAF), and the Bank of the South--illustrate the argument.

ABOUT THE SPEAKER: Dr. Armijo holds a Ph.D. from the University of California, Berkeley. Her most recent publications are “The Varieties of Collective Financial Statecraft: The BRICS and China” in China in a World of Great Power Competition (2023); “Latin American Foreign Policy in an Age of Transition,” in Latin American Foreign Policies in the New World Order (2023); “Voice at the Point of Sovereign Default,” Ethics & International Affairs (2023); and “Regionalism, Multilateralism, and Sovereign Debt: Observations from a Latin Americanist,” Global Perspectives (2023).
