Dr. White serves as project manager and lead researcher of the Public Compensation team at Portland State University’s Center for Public Service. With over 30 years of workforce and industry experience, she specializes in job analysis, training development, and organizational management. Dr. White has collaborated with diverse entities—including large and small businesses, non-profit organizations, government agencies, labor unions, and educational institutions—to support workforce development and retention. For nearly 20 years, Dr. White served as a Program Coordinator at Chemeketa Community College, partnering with business leaders, industry associations, and employees to deliver tailored training programs. She is nationally recognized for her expertise in industry-recognized certifications, standards, and job analysis. In 2002, she established Connections Consulting, Inc., providing ongoing support in workforce training for both public and private organizations. Since joining the PSU Center for Public Service in 2020, Dr. White and her team have conducted comprehensive compensation studies for public institutions. In addition, she currently serves as Dean of Academic & Career Pathways at Tillamook Bay Community College, where she manages a $2.5 million Title III grant to redesign student services and oversees the college's dual-enrollment program with local high schools. Dr. White holds a Bachelor of Science in Secondary Education/English and a Master of Education in Adult Education from Arizona State University, as well as a Doctorate in Educational Leadership (Curriculum & Instruction) from Portland State University. Her areas of expertise include project management, focus group facilitation, job analysis and performance evaluations, systems-building, and curriculum design.
