HR 3230 Choice Accountability Act of 2014 and HR 7105 Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020

As of Summer of 2021, Portland State University has updated the tuition charged to students on Chapter 30 and Chapter 33 benefits, in accordance with HR 7105 Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020 passed on 5 January 2021.  Section 1005 of PL 116-315 went into effect on 1 August 2021, and guarantees the equivalent of in-state tuition rates to all veterans living in the state, regardless of date of separation.  Therefore, any student utilizing Chapter 30 or 33 educational benefits, Summer 2021 term and beyond, AND living in the state of Oregon will be granted the equivalent of in-state tuition.  This will not change your residency status, but will change the tuition charged while using your educational entitlement. Section 1005 of the new bill mirrors the Choice Act provisions below, while removing the 3 year separation requirement.

HR 3230 CHOICE ACCOUNTABILITY ACT OF 2014

Starting Summer 2015, Portland State University (PSU) is participating in the federal Veterans Access, Choice & Accountability Act of 2014.  The program grants the equivalent of resident tuition and fee rates to qualified students. Certain program limitations apply.

ELIGIBILITY REQUIREMENTS

IF YOU ARE THE VETERAN:

  • You must be using benefits under Chapter 30 or Chapter 33
  • You must be living within the state of Oregon

IF YOU ARE A SPOUSE OR DEPENDENT:

  • You must be using benefits under Chapter 33 Transfer of Entitlement or the Machine Gunnery Sergeant John David Fry Scholarship.
  • You must be living within the state of Oregon

INITIAL APPLICATION

All students should follow the New Student Checklist and submit all paperwork needed to the VetCert Office.

AWARDS

Qualified students will be charged tuition and fees at no greater than the resident rate.
