About Four Years Free

Four Years Free covers standard tuition and mandatory fees for 12 to 15 credits per term for first-year Oregon residents who meet academic and financial aid requirements. Initial awards will be made for 12 credits per term and will be adjusted as needed after the second week of each term.

Students must meet all of the requirements below:

  • Current resident of Oregon
  • Graduate from an Oregon high school
  • Admissible to PSU as a first-year freshman for the fall term (If you have earned college credit while in high school or after graduating from high school, contact about your eligibility.)
  • Have a 3.4 cumulative, unweighted high school GPA
  • Eligible to receive a federal Pell grant as determined by the Free Application for Federal Student Aid (FAFSA)
  • Enrolled full-time at PSU, 12 to 15 credits per term

Four Years Free only covers base tuition and mandatory fees. Differential tuition and fees are assessed separately for certain academic programs and students are responsible for covering those additional charges. Student loans may be used for paying additional charges.

Maintaining Eligibility 

Students who are in the Four Years Free program may continue receiving it throughout their undergraduate education (up to 12 consecutive terms of full time enrollment—summer term is not included in the program) by maintaining a minimum 2.0 cumulative GPA, remaining eligible for the Pell grant and completing the FAFSA each year by February 1.

Covered Costs

To qualify, you must apply for federal and state grants. The program covers remaining standard tuition and mandatory fees after financial aid is applied.

  • Deadline to apply to PSU and to submit all required admission materials
    • Official high school transcripts
    • SAT or ACT scores
  • Accept all state and federal grants awarded
August 1 Deadline to submit final high school transcripts demonstrating a 3.4 cumulative, unweighted GPA

Notification Details

Students will be notified that they are enrolled in the Four Years Free program in their Financial Aid Award letter. Financial Aid Award letters are mailed out in April. Students who are enrolled in the Four Years Free program, but whose other grants and scholarships cover their Standard Tuition and Mandatory Fees may receive Four Years Free money from Portland State University if their grants and scholarships do not cover the full cost of standard tuition and mandatory fees.

Four Years Free money does not cover room and board, books and supplies, transportation or personal expenses. Students are encouraged to apply for other grants and scholarships and to explore other options for paying for other expenses related to attending Portland State University.
