The overall goal of the project was to update the City of Manzanita’s Comprehensive Plan and housing-related Zoning Ordinance to comply with the State of Oregon’s Middle Housing rules (i.e., House Bill 2001), which are applied to Tillamook County through Senate Bill 406.
