Our Graduate Fellows

Sponsoring agencies, counties, bureaus, departments, and nonprofit organizations can choose from two CPS fellowships: the 10-week Oregon Summer Fellowship (OSF) and the eight-month Hatfield Resident Fellowship (HRF). Fellows are recognized as high-level Project Managers looking to apply their classroom learning and research to real-world projects and are recruited from some of the nation’s top graduate programs in public service disciplines.

Who We Recruit

We actively recruit talent from Portland State University, University of Oregon, Oregon State University, and Willamette University. Our quest for graduate talent also extends to more than 60 leading graduate schools across the country to departments in public administration, public policy, and public affairs, along with other pertinent academic disciplines.

In recent years, we have expanded our recruitment strategy to address the growing desire for diversity (in racial, ethnic, and cultural backgrounds, as well as in multilingual skills, work, and life experience), and to capture ancillary disciplines such as I.T. and data science, business and finance, and industrial engineering. We have also recently expanded our recruitment efforts to include students with specializations in emergency preparedness, disaster recovery, resilience, communications, and public health.

We deliberately focus on graduate students who are committed to public service by virtue of their enrollment in advanced degree programs in public administration, public policy, and public affairs. We also seek to provide a way back to Oregon for students who have left the state to pursue their professional education elsewhere and are now looking for a pathway home.

Estimated sponsor fees

Oregon Summer Fellowship sponsors pay an Estimated Sponsor Fee of $12,230 [FY27-28] (pending addition to PSU Published Fees) to onboard currently-enrolled Master’s and Ph.D. students for 10-week placements during their summer break from regular enrollment. This allows sponsors a low-cost, low-risk way to competently address areas of need, while also identifying talent for possible recruitment.

Hatfield Fellowship Sponsors pay an Estimated Sponsor Fee of $50,115 [FY27-28] (pending addition to PSU Published Fees) to receive an eight-month residency fellow who has recently graduated from their Master’s or Ph.D. program and is looking to launch their career. This longer-term fellowship allows more meaningful, reciprocal opportunities for both the fellow and sponsor.
For federal agencies, the estimated 2025-26 Hatfield Fellow Sponsor Fee is $54,500 (based on a 33.5% IDC rate). Any additional expenses required to perform the work outlined in the scope of work, such as travel, would require pre-approval by PSU and may affect the Sponsor Fee.

The Placement process

Step 1: Submit an Application. Sponsors are encouraged to meet with a member of the CPS Fellowship Team prior to submitting an official application for a 2027 fellow. The application—the sponsor’s project proposal—outlines the statement of work for the fellowship, the desired start date, and the minimum and preferred qualifications of the chosen fellow.

Step 2: Review the Talent Bank. All eligible fellow candidates are pre-screened and added to our Talent Bank, an online platform from which sponsors can review and inquire about for fellowship consideration. Based on the statement of work and preferred qualifications for each project, the Talent Bank is “custom sorted” to identify a shortlist of candidates for the sponsor to interview.

Matching Timelines

Sponsors are asked to identify a preferred start date in their project proposals; the screening and interview processes are timed accordingly. Sponsors are also welcome to join on a rolling basis and custom interview schedules and start dates will be set in coordination with sponsors.

Early matching: For the sponsoring agencies whose timelines and fiscal year budgets are best suited for fellowships starting in May, the “Early Matching” process is best.  By meeting the “Early Matching” timeline, sponsors will begin the process in March and will have access to the first wave of candidates in the Talent Bank who have indicated their availability to work beginning in May.

  • March 2027: Target time for contracting process between sponsor and CPS
  • April 2027: Target date for sponsor-led interviews

Standard matching: All other sponsors with intended fellowship start dates that range between June-September are directed toward the “Standard Matching” process. Start dates will vary depending on the sponsor’s needs as well as the preferred fellow candidate’s availability and schedule, the latter of which is often influenced by whether fellows follow quarter or semester systems. Target start dates for standard fellowships are June-July.

  • April 2027: Target date for contracting process between sponsor and CPS
  • May 2027: Target date for sponsor-led interviews
  • June on: Custom interview and start dates.
