Steve joined NPCC in 2003, and has over 30 years of public service experience at the federal, state, and local level, most recently as Regional Administrator for the Oregon Department of Environmental Quality. He served as Board President of the Oregon Environmental Council.

Steve has led collaborative processes on a wide range of issues, including Oregon’s urban-rural divide, water conflicts in eastern Oregon, and Columbia River sediment management. He teaches collaborative governance to PSU graduate students and at conferences and seminars internationally. Steve has a master’s degree in public administration from the Kennedy School of Government at Harvard University and received a Fulbright fellowship to advise Portugal on solid waste policy in 1991. He received the 2007 Outstanding Alumnus Award from the University of Oregon’s Planning, Public Policy, and Management program.
