Greg Greenway


Greg Greenway is a senior fellow at the Center for Public Service (CPS) at Portland State University and a consultant to public agencies and nonprofit clients in Oregon and California. He is co-author of the CPS research reports, “Building Local Government Capacity for Community Engagement: A Survey of the Field of Practice in Oregon (2023) and “Designing an Incubator for Nonprofit Organizations in Beaverton: A Study of Best Practices and Community Needs.” As an advocate for nonprofit organizations early in his career, Greg saw how the quality of the public process itself could help or hinder the work of government. As a consultant, he carried this experience to the other side of the public process, helping local governments to engage their communities effectively. He has partnered with the Davenport Institute for Public Engagement and Civic Leadership at Pepperdine University and helped develop the San Francisco Municipal Transportation Agency’s award-winning Public Outreach and Engagement Team Strategy (POETS). Greg has a B.A. from U.C., Berkeley in political and economic development.
