Track I and Track II requirements
Track I is for individuals who can document two or more years of successful teaching experience in Oregon schools or in out-of-state public or accredited private schools. Track I students complete 90 credits that include 6 credits of electives to be arranged with your advisor. Track II is designed for individuals who cannot document two years of prior teaching experience. TSPC requires students to complete the entire program before being eligible for an initial license. Track II students complete 90 credits that include a 6 credit, 200 clock-hour teaching practicum as part of their program.
The program of study leading to a MA or MS in Education: Counseling includes the following 84 credits plus 6 credits of electives for Track I, or 6 credits of teaching practicum for Track II to reach 90 credits:

Licensure-only program of study
Students enrolled in the Licensure Only option must be graduates from an accredited master's program in counseling, psychology, or social work that required a clinical practicum focused on individual and group counseling skills. Licensure Only eligibility does not include graduate degrees in teaching or education. The program is designed to meet the requirements for the school counselor license approved by TSPC. Students must complete 30 credits in the School Counseling core to be eligible for licensure in Oregon.
All students in the Licensure Only option must take the School Counseling Specialization core courses. Teachers Standards and Practices Commission (TSPC) requires that applicants must document two academic years of successful teaching experience in a public education setting or a regionally accredited private school in any state or other US jurisdiction. Individuals who cannot document the teaching requirement must take the six credit, 200 clock hour Effective Teaching sequence. The Licensure Only program is a one or two year long program that operates in a cohort model. Students begin courses either Summer or Fall after acceptance and take courses in the Fall, Winter and Spring terms. Licensure can be recommended following completion of the final course. Students may waive up to three equivalent courses taken during prior graduate experience upon acceptance and by approval of program advisor, course instructor, and department chair.

Preliminary School Counselor License
School counselors in Oregon are licensed through the Teacher Standards and Practices Commission (TSPC). Once a student has completed their program of study and all required tests and workshops, they may apply to be recommended for licensure.
Requirements for licensure change frequently and students are responsible for staying up-to-date on licensure requirements.
After September 1, 2010: all applicants for Oregon Initial licenses are required to submit passing scores on the ORELA: Civil Rights test.
According to TSPC OAR 584-052-0010, graduates must apply for the Preliminary School Counselor license within three years of program completion. After three years, additional program coursework will apply
Students may also wish to earn certification as a National Certified School Counselor (NCSC).
School Counseling students completing specified courses in their master’s program may be eligible to apply for licensure as a professional counselor (LPC) in the State of Oregon. The licensure statutes can be found online at the Oregon Board of Licensed Professional Counselors and Therapists (OBLPCT). These statutes outline requirements for: a) education, b) exam, and c) post-master's experience under supervision.
The state licensing board does recognize a satisfactory score from the National Board for Certified Counselors (NBCC). Because PSU is CACREP accredited, the NBCC allows students to apply for and take the national exam prior to graduation. Therefore, many of you may want to take the exam at the time you are completing your program of studies. Please note that NBCC requires a minimum of five-quarter hours in eight of 10 categories.
When PSU's Counselor Education program was approved by the state licensing board, the following provision was made:
Graduates completing the master's program will be allowed to utilize the direct clinical service hours documented in their master's program toward the 2,400 clock hours required for licensure. NBCC has now increased required clock hours of experience to 2,400 prior to the awarding of the NCC credential.
Note: Graduation from the department does not automatically equate with positive endorsement for licensure from the department faculty.
