International Freshmen Application Process

  1. Submit your application and $50 USD application fee online.
    1. Access Banweb, PSU's application portal.
    2. At the application portal, click “First time user account creation”.
    3. You will then be prompted to create a login identity and PIN number; please save this information so you can amend or access your application at a later date.
    4. Upon completion of the required information, submit your application by using a credit card to pay the $50 USD application fee.

  2. Submit all high school transcripts/grades/records through this website along with your graduation certificate/diploma/exam results or certificate(s). If you have taken any college or university classes, please submit transcripts from all colleges or universities you have attended or are currently attending.

    2. Please remember, if you are admitted, you will be required to submit official transcripts. All United States high school and college transcripts must be submitted officially in unopened envelopes bearing the stamp of the institution where credits were earned.     3. Request official documentation from your school(s) that conforms to the university’s official records policy. You can bring these directly to our office upon arrival to Portland State (Neuberger Hall 105) or may submit them to our office via post:

  3. Submit evidence of English language proficiency that meets the university’s minimum requirements if you wish to enter university level coursework upon admission. Students who are academically eligible for admission will automatically be considered for ESL restricted admission if they do not present evidence of English proficiency that meets Portland State University’s minimum requirements.

    2. Request official test results to be sent to Portland State University by ETS (TOEFL), PTE, or the British Council (IELTS).
    3. Submit test scores as scanned copies for purposes of review via email if you wish to be directly admitted to a degree program.

  4. Submit the Financial Certification and Immigration Information Form.

  5. Submit financial documentation or sponsorship letters for purposes of immigration requirements and I-20 issuance via email or post.
    1. Financial documentation is not required to make an admission determination. However, if your financial documentation is submitted with your initial application, it will greatly reduce the processing time of your application in total.
    2. Learn more about the type of documents and financial resources we must verify in order to issue the I-20.
      Note: In order to obtain an I-20 or DS-2019, all international applicants who plan to have F-1 or J-1 student visas are required to submit documentation of adequate financial support for at least the first year of study. Costs are outlined below. Support documentation can be in the form of bank statements from checking or savings accounts; no investment, retirement, or loan documentation can be used to issue immigration documents.
    3. Learn about the estimated total tuition, fees, insurance, and living expenses for attendance.

  6. Check your email! Await the announcement of your admission determination from the Office of International Admissions after you have submitted a complete application.
      Note: Once a complete application is received, as described in the above steps, it generally takes between three to five weeks from the time the file is complete for a decision to be announced by email. We notify the applicant directly using the email address they used when they submitted their application online.
    1. If you are admitted, immediately request official copies of your academic documents (high school transcripts, degree certificates, exam results, college/university transcripts) to be sent to our office.
    2. If you are admitted and are currently studying at another school, college, or university in the United States, we will also require the Transfer Information Form. The Transfer Information Form is completed by your international or immigration advisor and sent to our International Student & Scholar Services officer using the instructions on the form.
