Required Financial Documentation for International Students In order to obtain an I-20 or DS-2019, all international applicants who plan to have F-1 or J-1 student visas are required to submit documentation of adequate financial support for at least the first year of study. Second Language Admission Requirement All applicants who graduated from an Oregon high school in 1997 or later must demonstrate proficiency in a second language. Transfer Rules PSU accepts college-level credit earned in academic degree programs at accredited colleges and universities. Admissions Professional Conduct PolicyMeeting Portland State University’s minimum admissions requirements alone does not guarantee admission to the University. PSU may evaluate an applicant’s behavior and background throughout the application process to determine their ability to adhere to the University’s academic and professional conduct standards. This evaluation may take into consideration current behavior and performance as well as past experiences and actions in the context of an application for admission.
