Forging the Indo-Pacific Future: The Japan–India Strategic Partnership
A Presentation by Professor Masanori Kondo
International Christian University

This lecture examines how Japan and India are building a key partnership for stability and growth in the Indo-Pacific. Grounded in shared democratic values and respect for the rule of law, the relationship has expanded into a special strategic and global partnership that now covers technology cooperation, supply-chain resilience, and economic security.

At their 2025 summit, the two prime ministers set a ten-year plan to mobilize 10 trillion yen in private investment by pairing Japan’s technological strengths with India’s market potential and human capital. The lecture will assess recent policy frameworks—such as the Japan–India Digital Partnership 2.0, the AI Cooperation Initiative, and the Economic Security Initiative—and consider their broader strategic and economic impact.

The partnership also aligns with U.S. Indo-Pacific priorities, including tighter defense coordination, secure technology standards, and diversified supply chains.

Key questions include: How can both countries balance strategic autonomy with deeper alignment under Indo-Pacific and Quad frameworks? Is Japan’s investment target realistic amid economic uncertainty? And can regulatory gaps between Japan’s advanced tech sector and India’s fast-growing digital economy be bridged?

Can the Japan–India partnership offer a sustainable model for regional growth and strategic autonomy within the Free and Open Indo-Pacific?
