HRAC addresses the challenges of homelessness through research that uncovers conditions that lead to and perpetuate homelessness. Our goal is to help reduce homelessness and its negative impacts on individuals, families and communities, with an emphasis on communities of color.

As many as 35% of Oregon renters owe back rent, according to a recent study by Faculty Researcher Dr. Lisa K. Bates. That number increases to 56% for people of color. Even with an extension of the current moratorium, Oregon will likely only delay the evictions without additional supports.
