Overview
The U.S. Department of Housing and Urban Development (HUD) requires communities that receive Continuum of Care (CoC) funding to conduct a Point in Time Count (PITC). Starting in 2023 Multnomah, Clackamas, and Washington Counties have collaboratively endeavored to conduct a Tri-County coordinated PITC to fulfill this requirement. HRAC contributed to all phases of the 2023 Tri-County PITC and again collaborated with the counties for all phases of the 2025 PITC.
A total of 12,034 people experienced homelessness in Clackamas, Multnomah, and Washington Counties on January 22, 2025. This was a 61% increase from the 2023 PITC.
The number of people experiencing homelessness increased in each county since the 2023 PITC. These increases may be explained by the addition of shelter beds, culturally-specific service provision, higher-quality administrative data, and more outreach to people experiencing homelessness. They may also reflect increases in evictions, the continued lack of affordable and accessible housing, and support service workforce size and retention trends. In Multnomah County, changes in the approach to including administrative data substantially augmented the unsheltered count this year, thereby also increasing the regional count.
