Ciara McGlynn is a Senior Research Assistant at Portland State University's Center for Public Service (CPS) and a Ph.D. Candidate in Criminal Justice and Criminology at Washington State University. At EVIC, Ciara contributes to election administration research and is developing a focus on voting rights for justice-involved populations - an area at the intersection of her criminal justice background and her commitment to equitable access.
In her role at CPS, Ciara applies mixed-methods approaches across public-sector research projects, translating findings into actionable guidance for the field. Her work is grounded in program and policy evaluation - examining policies, processes, and procedures to identify opportunities for improvement. This foundation carries through her criminal justice research, which spans courts, corrections, and reentry, with particular focus on pretrial justice and treatment courts. She has published and presented across these areas, ensuring her research is accessible to scholars, policymakers, and practitioners working within these systems.
Ciara earned a Master of Science in Criminology and Criminal Justice from Portland State University and a Bachelor of Arts in Criminal Justice from Gonzaga University. She is completing her Ph.D. at Washington State University, where her dissertation, Navigating Recovery: A National Evaluation of Phase Use in Adult Treatment Courts, examines how treatment courts structure and support recovery through phase progression.
