As a “road-map” documenting how PSU would respond, the Emergency Operations Plan (EOP) is intended to help minimize impacts of emergencies and disasters by outlining an enterprise level management and coordination structure and accompanying responsibilities and procedures.
The EOP addresses response efforts for situations when Standard Operating Procedures (SOPs) developed by university departments and units are insufficient to handle an emergency and/or crisis. Department/unit specific plans and SOPs complement and support University-wide planning efforts while providing more depth and specific detail regarding department/unit-level response. While there are enterprise-wide emergency plans, it is a department/unit’s responsibility to develop and maintain department/unit specific emergency response plans.
The PSU EOP has the following sections
Part 1: Basic EOP
The Basic EOP outlines the overall management structure for incident response including roles, responsibilities, and activation. View a copy of the PSU Basic EOP.
Part 2: Hazard Annexes
This part of the plan includes specific response information pertinent to a range of hazards. PSU plans to develop Hazard Annexes for at least the following topics: Active Threat, Air Quality Hazard, Bomb Threat, Civil Unrest, Communicable Disease, Cyber Attack, Earthquake, Fire, Flood, Hazardous Materials Incident, IT Disruption, Suspicious Package, Utility Disruption (water & power), Winter Weather, Volcanic Incident, and more as necessary.
Part 3: Functional Annexes
This part of the plan describes PSU’s response capabilities for various functional aspects of incident response. PSU plans to develop Functional Annexes for at least the following topics: Communication, Community Well-Bring / Mental Health Care, Damage Assessment, Debris Management, Evacuation, Finance, Fuel Contingency, Mass Care & Sheltering, Medical (including mass medical dispensing), Procurement, Reunification, Volunteer Management, and more as necessary.
