Overview:
The Metro Supportive Housing Services (SHS) program raises revenue and distributes it through Clackamas, Multnomah, and Washington Counties to address housing insecurity and homelessness. HRAC worked with Metro to develop an evaluation plan for the SHS program through interviews with local stakeholders and national experts, a review of similar evaluations across the country, and a literature review of academic research on homelessness program evaluations.
