Overview:
The goal of this project was to improve a coordinated entry vulnerability assessment tool that scores and prioritizes clients for housing assistance, ensuring it does not perpetuate racism, discrimination, or disparities. The VI-SPDAT, commonly used for this purpose, has shown racial and gender biases. In 2022, the Balance of State Continuum of Care in Oregon developed a new vulnerability assessment tool that was designed to be more equitable. HRAC performed a set of analyses on the tool and its outputs to evaluate its effectiveness.
