In 2015, the Oregon Legislature directed the Oregon Water Resources Department to develop an integrated water resources strategy and gave it authority to make grants and provide technical assistance to communities seeking to engage in place-based planning integrated water resources planning. In 2021, the Oregon Water Resources Department contracted with the National Policy Consensus Center at Portland State University and Oregon State University’s Cooperative Extension Program to conduct a joint independent participatory evaluation of the pilot place-based planning program.
