Adjunct Professor, Criminology and Criminal Justice

Ronald J. Louie can provide expertise on criminal justice, tactile communication, crisis intervention, police use of force and police administration. 

Louie is an adjunct professor of Criminal Justice. He has 33 years of law enforcement experience and was the chief of the Hillsboro Police Department from 1992 to 2007 when he retired.

Louie previously served as the Chief of Police in Astoria and served 13 years with the Palo Alto Police Department. He is a graduate of the FBI National Academy and FBI Executive Academy in Quantico and Oregon Command College. 

Drawing on his experiences as a Hostage Negotiator, he published "Tactical Communication in Crisis Incidents," which explores how to train police to communicate effectively with individuals experiencing emotional distress or mental illness, as opposed to the use of physical force.
