Matthew Gebhardt is an Associate Professor of Urban Studies & Planning and Real Estate Development and Director of the Master of Urban and Regional Planning (MURP) program at Portland State University. Gebhardt has expertise in housing, urban planning, real estate development, and urban design, having worked, researched and taught in each of these fields.

Gebhardt’s research concerns the translation of visions, plans, and policies into action and the structures and institutions that facilitate or constrain this process and produce (un)intended outcomes. His research focuses on issues including national programs, such as the Choice Neighborhoods Initiative and Rental Assistance Demonstration (RAD); local issues, including Accessory Dwelling Units and inclusionary housing; and informal activities, such as food carts and temporary retail.

Gebhardt serves as Chair of the Board of Commissioners for Home Forward, the public housing authority for Multnomah County. He previously worked as a lecturer in Town & Regional Planning at the University of Sheffield. Prior to pursuing his doctorate, Gebhardt was a senior associate at an interdisciplinary consulting firm where he performed and managed a variety of planning, development and design projects for public, private and non-profit clients.
