Benjamin Berry 

Benjamin Berry is the Executive Vice President of Information Technology and CIO for the federal government’s Bonneville Power Administration.  He is also CEO of the Aerospace Entrepreneurial Group and Chief Digital Officer for AirShip Technology Group’s AirShip Endurance Unmanned Aerial Vehicles, StingerMAV MicroIntelligence for clean tech, long flight endurance drones. Mr. Berry has held various senior technology leadership positions serving the Royal Saudi Air Force, Kingdom of Saudi Arabian International Airports, and Hughes Aircraft Company – Los Angeles.  He is a Board of Director at the Evergreen Aviation and Space Museum and currently serves as a Honorary Commander for the U.S. Air Force' 142nd Fighter Wing, one of two “Ready Alert Bases” protecting the West Coast of the United States of America and Canada as part of NORAD. Previously he served as Chief Technology Officer for the City of Portland, as well as the Oregon Department of Transportation’s (ODOT) Chief Information Officer.  As CIO for the second largest state agency in Oregon, Mr. Berry was responsible for systems supporting highways, bridges, rail service, right-of-way determinations, DMV and Motor Carrier commercial trucking inspections and licensing throughout the state. Berry received his M.B.A. from UCLA, and a B.S. in Life Science--Biotechnology from the University of Portland.

Robin Beavers

Dr. Robin R. Beavers is a mission-driven executive with over two decades of leadership in community impact, philanthropy, higher education, and organizational culture. Currently serving as Senior Vice President of Community and Social Impact for the Portland Timbers, she leads strategic initiatives that foster inclusive engagement and civic partnerships across the region. Her career spans influential roles at Self Enhancement, Inc., Trillium Family Services, Warner Pacific University, and Portland State University, where she served in admissions leadership and helped increase enrollment among underrepresented students.

A proud PSU alumna, Dr. Beavers holds a Master’s in Education Policy from Portland State and earned her Ed.D. in Educational Leadership from Concordia University. She also holds a B.S. in Business Management and Communication and currently teaches in an MBA program, helping shape the next generation of ethical and equity-focused leaders.

Deeply committed to advancing opportunity, Dr. Beavers is active in civic life, serving on the boards of the Portland Metro Chamber, Sport Oregon, POIC + RAHS, and the Oregon Community Foundation’s Metro Leadership Council. Her impact has been recognized through numerous honors, including Portland Business Journal’s Women of Influence and the Marcy Bradley Impact Award for African American Women’s Leadership.

Born and raised in Northeast Portland, Dr. Beavers brings a lifelong dedication to community and education. Her goal is to be a change agent and help transform society into a better place for all.

Marissa Madrigal

Marissa is the chief operating officer for Metro. She previously served as COO for Multnomah County, a role she held from 2013 to 2020 after serving 10 months as Interim Chair at the County. She grew up in Los Angeles, Mexico City, and Ridgefield, Washington. She earned credits from Clark College while still in high school and entered the University of Washington at 18 holding junior status. After graduating with a degree in zoology, she began writing and publishing a local magazine. Marissa holds a Master’s in security studies from the Naval Postgraduate School and brings deep knowledge in finance, operations, and personnel management to her leadership role as Chair of the Finance, Administration & Audit Committee of PSU's Board of Trustees.

Sonya Moody-Jurado 

Sonya Moody-Jurado is a member of the Confederated Tribes of Siletz Indians. Sonya has 25+ years of working and advocating for Native American students as an Education Specialist for the Confederated Tribes of Siletz Indians, from early education/HeadStart through post-secondary education. She is very involved in her Tribal community.

She sits on various local, state and national committees: Chemeketa Community College-Presidents Community Leaders Committee, Early Learning Division-Tribal Advisory Committee; Rules Advisory Committee, Oregon Department of Education-American Indian/Alaskan Native Advisory Committee, Willamette University- Native American Advisory Committee, Willamette Academy Advisory Committee, Tribal Representative to Government to Government Education Cluster, Governor’s-Racial Justice Council/Education Workgroup, Healthy Schools Reopening Council & Safe Schools/Safe Learners Workgroup, and Salem/Keizer- Parent Advisory Committee & School Investment Account Committee. She is a past school board member of Chemawa Indian School. She earned a B.S. in Psychology/Family Studies from Corban University.

Jon Owens

Jon Owens is a native Oregonian, who grew up in NE Portland, and graduated in 1986 from Portland State University with a BA in Business Administration. Jon worked for ESCO Corporation, a global company headquartered in Portland for 31 years. Following the sale of the company in 2018, he stayed on and ran it as a division of the new parent company Weir Group for 2 years. When Jon retired in July 2020, he was President of the ESCO Division of Weir and had been a member of the Group Executive team for Weir Group since July 2018. Prior to that Jon was President & COO of ESCO Corporation and had been a corporate officer since 2011. He held various executive level positions with ESCO since 1997 and had roles in product management, technology development, marketing, sales, regional management, operations, supply chain and business development. Jon held expatriate positions based in the UK and in Belgium, and for more than 25 years traveled extensively around the world doing business in more than 30 countries. Following his retirement from Weir Group, Jon and his wife purchased a vineyard in the northern Willamette Valley in the spring of 2021 and launched our wine brand, Balsall Creek in the fall of 2023. He is currently a corporate Director for Columbia Machine Inc. and Chair of the Compensation Committee. Jon served on the Board of Trustees for the Portland State University Foundation and was formerly a member of the Executive Committee. He is currently the Vice Chair of the Oregon Business Academy, and a member of the Finance, Administration & Audit Committee.

Judith Ramaley

Dr. Judith Ramaley is President Emerita and Distinguished Professor of Public Service at Portland State University in the Mark O. Hatfield School of Government and President Emerita of Winona State University. She was President and Professor of Biology at Portland State University in Portland, Oregon for seven years from 1990-1997. Dr. Ramaley was President of The University of Vermont (UVM) and Professor of Biology from 1997 to 2001. From 2001-2004, she was Assistant Director for the Education and Human Resources Directorate (EHR) at the National Science Foundation (NSF). During her NSF service, she held a presidential professorship in biomedical sciences at the University of Maine and was a Fellow of the Margaret Chase Smith Center for Public Policy. She served as a Visiting Senior Scientist at the National Academy of Sciences in 2005. From 2005-2012, she served as President of Winona State University (WSU) in Minnesota and Professor of Biology. Dr. Ramaley holds an appointment as a Distinguished Scholar with the Association of American Colleges and Universities (AAC&U). She has a special interest in civic and community engagement. She serves as an advisor for several national projects that focus on equity, student success, Science, Technology, Engineering and Mathematics (STEM) education and the leadership of change.

Vicki Reitenauer 

Vicki Reitenauer joined the Portland State faculty in 2000, bringing her experience working in community organizations to her teaching in the department of Women, Gender and Sexuality Studies and the University Studies program. She specializes in developing and teaching discipline-specific and general-education courses using community-engaged learning methods; employing critical pedagogies and reflective practice for integrative, transformative, liberatory learning; building and sustaining community partnerships; facilitating relational faculty support processes; and co-creating faculty-led assessment practices. She publishes and presents regularly in a variety of scholarly and creative venues, including the digital journal Amplify: A Journal of a Writing-as-Activism, which she co-founded. A past presiding officer of the Faculty Senate with a breadth and depth of experience in service across the University, Vicki is honored to join the Board of Trustees in support of Portland State's remarkable students; the gifted staff, faculty and administrators who strive to create the conditions for students to thrive; and the communities in the Portland metro area and across our State impacted by our collective efforts.

AJ Romero-Gemmell

AJ serves as the Board’s Graduate Student Representative, pursuing a dual degree in the MS in Finance & MBA programs. AJ started his college journey at Portland Community College, where he earned his AA Oregon Transfer and Paralegal AAS. While at PCC, AJ worked in community legal clinics to help disadvantaged communities get the help they needed to thrive. After his time at PCC, AJ transferred to PSU, graduating in 2025 with a dual major Bachelor of Science in Business Management & Leadership with departmental honors and Public Health Services Administration with minors in Spanish and Law & Legal Studies.

Beyond education, AJ has professional experience in both the public and private sectors, having worked in managerial roles at companies like DoorDash and Amazon, coordinating real-time logistics decisions across continents, and developing a refined appreciation for data driven decision making. AJ currently works as a Field Supervisor for the United States Census Bureau within the Department of Commerce, where he oversees Bureau activities in several counties throughout the State of Oregon, including Multnomah & Washington counties. As the first student in Portland State University’s history to serve two terms on the Board, AJ has a passion for public service, and holds optimism for how PSU can continue its mission to let knowledge serve the city.

Mark Rosenbaum | Vice Chair of the Board Of Trustees

Mark Rosenbaum is a Wealth Manager for Coldstream Wealth Management based in Seattle, Washington. He created and led Portland-based Rosenbaum Financial until 2022, when he merged the firm with Coldstream. During his tenure in the financial services industry, he has been a champion for the Portland community. A few of the boards he has served on as Chair include: the Multnomah County Commission on Children and Families, the Portland Development Commission (now Prosper Portland), Tuality Community Hospital (now OHSU – Hillsboro Medical Center), and the PSU Foundation. Mark is a recipient of the PSU Presidential Medal for his leadership on behalf of the Foundation and University.

Beth Tarasawa 

Dr. Beth Tarasawa is the Executive Vice President of Research at NWEA, a research-based not-for-profit education organization headquartered in Portland. Her research focuses on issues related to educational equity, particularly those concerning social class, race, and linguistic diversity. Dr. Tarasawa’s work has been featured by The New York Times, The Washington Post, The Wall Street Journal, CNN, PBS’s NewsHour, NPR, The Atlantic, Children’s Institute, The Economist, and New America, among other outlets, and she has received significant grants and research contracts from national funders. She also teaches in the College of Education at Portland State University. Prior to joining NWEA, she was a faculty member at Washington State University and St. Norbert College. She earned her Ph.D. in the sociology of education with a concentration in education policy at Emory University, and a B.S. from Portland State University.

Dr. Tarasawa is passionate about community engagement and believes we will only dismantle long-standing opportunity gaps through the collective action of social justice-minded leaders and by intentionally empowering communities. Her board of directors and service history includes work with City Club of Portland, Open School East, Big Brothers Big Sisters, Immigrant and Refugee Community Organization, Resolutions Northwest, Portland Housing Center, and Asian Pacific American Network of Oregon.

Wally Van Valkenburg | Chair of the Board of Trustees

Wally Van Valkenburg is a retired partner at Stoel Rives LLP, a national law firm headquartered in Portland.  From 2006 through 2016, he was Managing Partner of the firm’s Portland Office. Prior to that, he led the firm’s Technology and Intellectual Property Group.  During his time in practice, Wally was recognized by The Best Lawyers in America® in Antitrust Law, Copyright Law, Litigation – Intellectual Property, Patent Law, Technology Law, and Trademark Law and by Chambers USA in Intellectual Property.  


Throughout his career, Wally has served in leadership roles for public and community organizations promoting economic development, higher education, the arts, and social justice.  From 2003-2013, Wally was Chair of the Oregon Business Development Commission, initially appoint by Governor Ted Kulongoski and later reappointed by Governor John Kitzhaber.  Other civic and professional activities include serving as a Board member for the Portland State University Foundation (Past Chair); Greater Portland Inc. (Past Chair); Multnomah County Legal Aid Services (Past Chair); ACLU of Oregon (Past President); Oregon Business Council; Oregon Business Association; Portland Business Alliance (Executive Committee member); Portland Center Stage; and Oregon Sports Authority.  


Wally earned his B.A. in political science from the University of Washington, his J.D. from Willamette University College of Law, and his LL.M. from Columbia University School of Law.  As an undergraduate, Wally worked as a reporter and sports editor for the University of Washington Daily newspaper.  At Willamette, he served as Editor-in-Chief of the Willamette Law Journal.  After graduating from Willamette and before practicing law, he was a law clerk for the Honorable Edward H. Howell on the Oregon Supreme Court.  At Columbia, he served as an instructor at the law school and authored a dissertation on constitutional theory and the First Amendment.

David Bikman

David Bikman is the SEIU-represented staff Trustee. He has worked in the School of Business since 2018 as the Faculty Services Coordinator, and prior to that in the College of Education and the College of Urban and Public Affairs. He started his career at PSU in 2002 as an undergraduate economics student, and later earned a Master's in Public Administration from the Hatfield School of Government. David is passionate about ensuring that PSU retains its unique access mission so that it can continue to serve as Oregon's most important engine of social mobility.

President Ann E. Cudd 

President Ann E. Cudd joined Portland State in August, 2023, bringing with her an immense amount of energy and focus on the mission and values of Oregon’s urban research university. She comes to the president’s office as an accomplished academic leader and philosophy scholar whose research explores themes of oppression, economic inequality, capitalism and gender. She is the author of more than 60 books, articles, and chapters spanning topics from social and political philosophy, philosophy of economics, decision theory and feminist theory.

Cudd came to Portland from western Pennsylvania where she served as Provost and Senior Vice Chancellor of the 34,000-student, five-campus University of Pittsburgh from 2018 to 2023. During her tenure at Pitt, applications increased by 60% and Cudd was instrumental in the university offering enhanced financial aid through the Pitt Success Pell Match, similar to PSU’s Tuition-Free Degree Program. She is a proven champion of racial justice and equity initiatives, including the development of an online course for incoming students on racism in America.

Prior to Pitt, Cudd served at another urban university as Boston University’s Dean of the College and Graduate School of Arts and Sciences, that school’s largest college. In that role, she oversaw all strategic decisions related to the college’s academic, financial, and administrative direction and growth. While in Boston, she developed an experiential learning program, Metrobridge, which takes on real world projects from the community into classes.

Prior to joining Boston University in 2015, Cudd served for 25 years at the University of Kansas, where she earned the title of University Distinguished Professor of Philosophy. She held various positions of increasing responsibility — from Director of Graduate Studies and Director of Women, Gender and Sexuality Studies to Associate Dean for Humanities in the College of Liberal Arts and Sciences to Vice Provost and Dean of Undergraduate Studies.

Cudd holds three advanced degrees from the University of Pittsburgh, including a doctorate of philosophy and master’s degrees in philosophy and economics. She also holds a bachelor’s degree in mathematics and philosophy from Swarthmore College. She has held faculty positions at the University of Kansas, Occidental College, Boston University and the University of Pittsburgh.
