Benjamin Berry | Chair of the Board of Trustees

Benjamin Berry is the Executive Vice President of Information Technology and CIO for the federal government’s Bonneville Power Administration.  He is also CEO of the Aerospace Entrepreneurial Group and Chief Digital Officer for AirShip Technology Group’s AirShip Endurance Unmanned Aerial Vehicles, StingerMAV MicroIntelligence for clean tech, long flight endurance drones. Mr. Berry has held various senior technology leadership positions serving the Royal Saudi Air Force, Kingdom of Saudi Arabian International Airports, and Hughes Aircraft Company – Los Angeles.  He is a Board of Director at the Evergreen Aviation and Space Museum and currently serves as a Honorary Commander for the U.S. Air Force' 142nd Fighter Wing, one of two “Ready Alert Bases” protecting the West Coast of the United States of America and Canada as part of NORAD. Previously he served as Chief Technology Officer for the City of Portland, as well as the Oregon Department of Transportation’s (ODOT) Chief Information Officer.  As CIO for the second largest state agency in Oregon, Mr. Berry was responsible for systems supporting highways, bridges, rail service, right-of-way determinations, DMV and Motor Carrier commercial trucking inspections and licensing throughout the state. Berry received his M.B.A. from UCLA, and a B.S. in Life Science--Biotechnology from the University of Portland.

Antoinette Chandler | Vice Chair of the Board of Trustees

Antoinette Chandler joined the Port of Portland to become the Chief Financial Officer in July 2020. Ms. Chandler is responsible for the strategic leadership and financial management of the Port’s Financial, Audit and Risk Management Division.


Prior to the Port, Ms. Chandler was the Assistant Treasurer and Tax Collector responsible for managing the Public Finance, Investments and Deferred Income Plans Branch at the County of Los Angles. Previously, Ms. Chandler was the Chief Deputy Treasurer for the County of San Diego Treasurer and Tax Collector’s Office. As Deputy to the Treasurer, Ms. Chandler was responsible for overall management of the Treasury and Investment Division and for the management of the County’s $10 billion fixed income investment portfolio. Prior to experience at the County of San Diego, Ms. Chandler was a Senior Institutional Consultant with Morgan Stanley in San Francisco, California. While at Morgan Stanley, Ms. Chandler provided strategic investment advice to public and private foundations, endowments and institutional corporate pension plans in the areas of investment policy, asset allocation and portfolio construction. In 2001, Ms. Chandler was a Senior Vice President with the Private Banking Group at Bank of America in San Francisco. In 1995, Ms. Chandler worked at Citigroup (formerly Smith Barney) as an Assistant Vice President in the Public Finance Division in both New York and Chicago. There she was responsible for structuring bond financings for municipalities throughout the Midwest.
In 2006, Ms. Chandler was a Governor appointee to the Scholarshare Investment Board for the State of California’s $4 billion 529 College Savings Program. Additionally, Ms. Chandler served on several non-profit boards and was also the Secretary of the United Way of the Bay Area Investment Committee.


Ms. Chandler received her undergraduate degree in Business Administration from San Diego State University in 1988. She received a Masters degree in Business Administration, with a concentration in Finance and Entrepreneurial Studies, from the Anderson School at the University of California at Los Angeles in 1995. Ms. Chandler holds the Certified Treasury Professional (“CTP”), Certified Investment Management Analyst (“CIMA”) and the Certified Financial Planner (“CFP”) designations. Ms. Chandler is a Robert A. Toigo Fellow (Class of 1995) and Riordan MBA Fellow (Class of 1992).


Ms. Chandler is married with two children and enjoys reading, traveling and playing golf with her family.

Greg Hinckley

President of Mentor Graphics Corporation, Oregon’s largest tech company, since 1999.  In 2011 named Oregon’s Technology Executive of the Year.  Present and past corporate board positions: S-I Bone, Inc.; Bio-Rad Laboratories, Inc.; Amkor Technology, Inc.; Intermec Corporation and Super Micro Computer, Inc.  Not-for-profit Boards:  Claremont McKenna College, Portland Opera Association and the advisory board of the College of Engineering and Computer Science at Portland State University.  Education includes a B.A. in mathematics and physics from Claremont McKenna College, a M.S. in applied physics from the University of California, San Diego, and a M.B.A. from Harvard Business School. Studied applied mathematics as a Fulbright Fellow at Nottingham University in England in the late 1960’s and received an honorary professorship in electrical and electronic engineering from the Nottingham University of Ningbo, China in 2013.  Married to Mary Chomenko Hinckley, an artist, and moved from California to Portland in 1997.

Katy Ho

Dr. Katy Ho (she/her) serves as the Vice President for Academic Affairs at Portland Community College in Portland, Oregon. In her role as Vice President, Katy provides overall strategic leadership for educational program development and planning for over 90 programs in career technical fields and university transfer disciplines offered over four comprehensive campuses and ten centers. She also provides strategic oversight to robust workforce and continuing education programs, academic support, innovation and technology, and effectiveness and planning. In 2017-2018, Katy was one of 39 community college leaders across the nation chosen as an Aspen Presidential Fellow – an executive applied leadership program aimed at cultivating transformational leadership in higher education. Previously she was the Vice Chancellor for Academic Affairs at Honolulu Community College where she oversaw the college’s academic, student services and academic support divisions. Prior to that she held a variety of administrative roles in instructional and student affairs including Division Dean of Student Support and Dean of Students. Katy holds a doctorate degree in Community College Leadership and a master’s degree in Student Services Administration - both from Oregon State University. She is a graduate of the University of Oregon’s School of Journalism and Communications and holds a bachelor’s degree in Public Relations. 

Marissa Madrigal

Marissa Madrigal joined the PSU Board of Trustees in the Fall of 2022. Marissa currently serves on the Finance & Administration Committee.

Sheryl Manning

After a twenty year career as a CPA in public and private practice, I have spent the past twenty years as a corporate director. I currently serve a member of the board of SCL Health, a large nonprofit healthcare corporation headquartered in Denver, Colorado; as Chair of the Supervisory Committee of OnPoint Community Credit Union, the largest community-owned financial institution in Oregon; as a board observer and audit committee member of EC Company, a middle market closely held electrical construction company headquartered in Portland, Oregon; and as a director of the Northwest Chapter of the National Association of Corporate Directors (NACD). Outside the boardroom, I oversee a broadly diversified investment portfolio, and I am a licensed CPA and an NACD Board Leadership Fellow. 

Sonya Moody-Jurado 

Sonya Moody-Jurado is a member of the Confederated Tribes of Siletz Indians. Sonya has 25+ years of working and advocating for Native American students as an Education Specialist for the Confederated Tribes of Siletz Indians, from early education/HeadStart through post-secondary education. She is very involved in her Tribal community.

She sits on various local, state and national committees: Chemeketa Community College-Presidents Community Leaders Committee, Early Learning Division-Tribal Advisory Committee; Rules Advisory Committee, Oregon Department of Education-American Indian/Alaskan Native Advisory Committee, Willamette University- Native American Advisory Committee, Willamette Academy Advisory Committee, Tribal Representative to Government to Government Education Cluster, Governor’s-Racial Justice Council/Education Workgroup, Healthy Schools Reopening Council & Safe Schools/Safe Learners Workgroup, and Salem/Keizer- Parent Advisory Committee & School Investment Account Committee. She is a past school board member of Chemawa Indian School. She earned a B.S. in Psychology/Family Studies from Corban University.

Sonya is married with three children and four grandchildren.

Ashley Nilson

Ashley is a lifelong Pacific NW inhabitant born and raised in the Portland Metro area. Having earned a Master of Education (M.Ed) from Portland State University, Ashley taught middle school English before returning to PSU as an employee. This return marked a pivot in her career into technology strategy and planning, which connects intimately with her enjoyment of community problem-solving, collaboration, and data analytics. She is currently working on her Master of Science in Applied Data Science at PSU, focusing on Business Information and Analytics. Ashley enjoys spending time with her partner, teen son, and a veritable menagerie of pets when not in school or working. She also engages in various hobbies, including stained glass art, woodworking, hiking, reading, and exploring the local food scene.  

James Peterson

Forever a proud Viking, James Peterson is a systems consultant for Align Human Capital Management, building and integrating Ultimate Kronos Group technologies and solutions. He is both an alumnus and an active student at Portland State University. He earned two bachelor of arts degrees, the first in Liberal Studies with a minor in Anthropology and the second in Marketing. In 2021 he was elected ASPSU Student Body Vice President, representing the student body and student voice in various university committees like the Athletic Futures Committee, the Comprehensive Economic Development Strategy Workgroup, Global Diversity, and Inclusion Task Force. Before transferring from Eastern Washington University, where he studied Business Administration Management and Leadership, James served for two years under the Lieutenant Governor of Washington, developing student and education-centered policy and budget provisions to increase STEM opportunities in the State of Washington. He is an avid community member that enjoys participating in numerous student organizations such as the Ski and Snowboard club, Anthropology, and American Marketing Association. 

Judith Ramaley

Dr. Judith Ramaley is President Emerita and Distinguished Professor of Public Service at Portland State University in the Mark O. Hatfield School of Government and President Emerita of Winona State University. She was President and Professor of Biology at Portland State University in Portland, Oregon for seven years from 1990-1997. Dr. Ramaley was President of The University of Vermont (UVM) and Professor of Biology from 1997 to 2001. From 2001-2004, she was Assistant Director for the Education and Human Resources Directorate (EHR) at the National Science Foundation (NSF). During her NSF service, she held a presidential professorship in biomedical sciences at the University of Maine and was a Fellow of the Margaret Chase Smith Center for Public Policy. She served as a Visiting Senior Scientist at the National Academy of Sciences in 2005. From 2005-2012, she served as President of Winona State University (WSU) in Minnesota and Professor of Biology. Dr. Ramaley holds an appointment as a Distinguished Scholar with the Association of American Colleges and Universities (AAC&U). She has a special interest in civic and community engagement. She serves as an advisor for several national projects that focus on equity, student success, Science, Technology, Engineering and Mathematics (STEM) education and the leadership of change.

 

Vicki Reitenauer 

Vicki Reitenauer joined the Portland State faculty in 2000, bringing her experience working in community organizations to her teaching in the department of Women, Gender and Sexuality Studies and the University Studies program. She specializes in developing and teaching discipline-specific and general-education courses using community-engaged learning methods; employing critical pedagogies and reflective practice for integrative, transformative, liberatory learning; building and sustaining community partnerships; facilitating relational faculty support processes; and co-creating faculty-led assessment practices. She publishes and presents regularly in a variety of scholarly and creative venues, including the digital journal Amplify: A Journal of a Writing-as-Activism, which she co-founded. A past presiding officer of the Faculty Senate with a breadth and depth of experience in service across the University, Vicki is honored to join the Board of Trustees in support of Portland State's remarkable students; the gifted staff, faculty and administrators who strive to create the conditions for students to thrive; and the communities in the Portland metro area and across our State impacted by our collective efforts.

 

Beth Tarasawa 

Dr. Beth Tarasawa is the Executive Vice President of Research at NWEA, a research-based not-for-profit education organization headquartered in Portland. Her research focuses on issues related to educational equity, particularly those concerning social class, race, and linguistic diversity. Dr. Tarasawa’s work has been featured by The New York Times, The Washington Post, The Wall Street Journal, CNN, PBS’s NewsHour, NPR, The Atlantic, Children’s Institute, The Economist, and New America among other outlets, and she has received significant grants and research contracts from national funders. She also teaches in the College of Education at Portland State University. Prior to joining NWEA, she was a faculty member at Washington State University and St. Norbert College. She earned her Ph.D. in the sociology of education with a concentration in education policy at Emory University, and a B.S. from Portland State University.

Dr. Tarasawa is passionate about community engagement and believes we will only dismantle long-standing opportunity gaps through the collective action of social justice-minded leaders and by intentionally empowering communities. Her board of directors and service history includes work with City Club of Portland, Open School East, Big Brothers Big Sisters, Immigrant and Refugee Community Organization, Resolutions Northwest, Portland Housing Center, and Asian Pacific American Network of Oregon.

 

Wally Van Valkenburg

Wally Van Valkenburg is a retired partner at Stoel Rives LLP, a national law firm headquartered in Portland.  From 2006 through 2016, he was Managing Partner of the firm’s Portland Office. Prior to that, he led the firm’s Technology and Intellectual Property Group.  During his time in practice, Wally was recognized by The Best Lawyers in America® in Antitrust Law, Copyright Law, Litigation – Intellectual Property, Patent Law, Technology Law, and Trademark Law and by Chambers USA in Intellectual Property.  


Throughout his career, Wally has served in leadership roles for public and community organizations promoting economic development, higher education, the arts, and social justice.  From 2003-2013, Wally was Chair of the Oregon Business Development Commission, initially appoint by Governor Ted Kulongoski and later reappointed by Governor John Kitzhaber.  Other civic and professional activities include serving as a Board member for the Portland State University Foundation (Past Chair); Greater Portland Inc. (Past Chair); Multnomah County Legal Aid Services (Past Chair); ACLU of Oregon (Past President); Oregon Business Council; Oregon Business Association; Portland Business Alliance (Executive Committee member); Portland Center Stage; and Oregon Sports Authority.  


Wally earned his B.A. in political science from the University of Washington, his J.D. from Willamette University College of Law, and his LL.M. from Columbia University School of Law.  As an undergraduate, Wally worked as a reporter and sports editor for the University of Washington Daily newspaper.  At Willamette, he served as Editor-in-Chief of the Willamette Law Journal.  After graduating from Willamette and before practicing law, he was a law clerk for the Honorable Edward H. Howell on the Oregon Supreme Court.  At Columbia, he served as an instructor at the law school and authored a dissertation on constitutional theory and the First Amendment.  
 

President Ann E. Cudd 

President Ann E. Cudd joined Portland State in August, 2023, bringing with her an immense amount of energy and focus on the mission and values of Oregon’s urban research university. She comes to the president’s office as an accomplished academic leader and philosophy scholar whose research explores themes of oppression, economic inequality, capitalism and gender. She is the author of more than 60 books, articles, and chapters spanning topics from social and political philosophy, philosophy of economics, decision theory and feminist theory.

Cudd came to Portland from western Pennsylvania where she served as Provost and Senior Vice Chancellor of the 34,000-student, five-campus University of Pittsburgh from 2018 to 2023. During her tenure at Pitt, applications increased by 60% and Cudd was instrumental in the university offering enhanced financial aid through the Pitt Success Pell Match, similar to PSU’s Tuition-Free Degree Program. She is a proven champion of racial justice and equity initiatives, including the development of an online course for incoming students on racism in America.

Prior to Pitt, Cudd served at another urban university as Boston University’s Dean of the College and Graduate School of Arts and Sciences, that school’s largest college. In that role, she oversaw all strategic decisions related to the college’s academic, financial, and administrative direction and growth. While in Boston, she developed an experiential learning program, Metrobridge, which takes on real world projects from the community into classes.

Prior to joining Boston University in 2015, Cudd served for 25 years at the University of Kansas, where she earned the title of University Distinguished Professor of Philosophy. She held various positions of increasing responsibility — from Director of Graduate Studies and Director of Women, Gender and Sexuality Studies to Associate Dean for Humanities in the College of Liberal Arts and Sciences to Vice Provost and Dean of Undergraduate Studies.

Cudd holds three advanced degrees from the University of Pittsburgh, including a doctorate of philosophy and master’s degrees in philosophy and economics. She also holds a bachelor’s degree in mathematics and philosophy from Swarthmore College. She has held faculty positions at the University of Kansas, Occidental College, Boston University and the University of Pittsburgh.
