Portland State University Director of Campus Public Safety and Chief of Police Willie Halliburton will retire after a distinguished career dedicated to community-centered policing.
The university will launch a national search for a new chief to continue building upon his legacy of trust, safety and relationship building across the campus community.
During Halliburton’s tenure at PSU, he demonstrated an unwavering commitment to a relationship-based model of public safety, prioritizing de-escalation, empathy and open communication.
He first joined PSU in February 2016, following a 32-year career with the Portland Police Bureau. In 2020, he was sworn in as Director of Campus Public Safety and Chief of Police at PSU. Halliburton served as a contributing member of the University Public Safety Oversight Committee and mentored several PSU student athletes.
Throughout his career, Halliburton focused on building bridges with the campus community, fostering a culture of mutual respect between officers and the students, faculty and staff they serve. He was known for his approachability and his constant presence at campus events, always taking the time to listen to concerns and engage in genuine dialogue. His philosophy was rooted in the belief that true safety comes from a community that feels seen, heard and respected.

He has set a high standard for what a campus safety office can and should be, and we are committed to finding a successor who will continue this important work."
Halliburton has been on leave with PSU since May 2024, with interim Chief of Campus Police Kevin Modica filling the role. PSU will conduct a national search for a new chief early next year.
