Caitlyn Phipps appointed as Secretary to PSU Board of Trustees

The Portland State Board of Trustees approved Caitlyn Phipps's appointment as its new board secretary on Friday, April 5. Phipps joined PSU in 2018 and began to work with the board as Assistant Board Secretary beginning in July 2019. She was promoted to Deputy Secretary in September 2023.

"Phipps has excelled in her work on behalf of the Board and PSU. She demonstrates tremendous leadership by researching, developing, and reviewing Board policies and procedures to reflect best practices to sustain an effective and transparent University Board of Trustees," wrote PSU President Ann Cudd in her recommendation.

Phipps will now serve as Chair of the University Policy Committee after supporting the committee over the past few years.

As board secretary, Phipps will serve as the primary liaison between the Board of Trustees and the university's administration and is responsible for working with the president, university executive council and trustees in promoting effective board governance and fostering collaboration between members of the university community and the board.

Phipps graduated from Wingate University with a Bachelor of Science degree in Chemistry and earned a Master of Science degree in chemistry from Western Carolina University. She also spent time in Scotland studying historic window glass composition and the policies in place to protect the historic environment and materials.
