Northwest Economic Research Center

The Northwest Economic Research Center (NERC) is part of Portland State University's College of Urban and Public Affairs. The Center fills a need for applied economic research in an academic setting in Oregon.

The Center focuses on economic research activities to support public policy and private objectives in the State of Oregon and the Greater Portland Metropolitan area. NERC collaborates with other centers and institutes at PSU where economic expertise and analytical methods are required to produce superior research. It specializes in modeling, data management, research, and analytical methods applicable to issues of urban and regional economic development.

We offer skills, capabilities, and expertise that are not currently available elsewhere in the region. All work conducted by NERC is transparent and its analyses and reports are in the public domain. Check us out!

Portland MSA Regional Economic Outlook, October 2019

Governance, Costs, and Revenue Raising to Address and Prevent Homelessness in the Portland Tri-County Region

This extensive report, which provides broad estimates of homelessness, housing insecurity, and housing supply in the Portland region along with a review of revenue raising techniques and tricounty governance options, was written in partnership with the new PSU Homelessness Research and Action Collaborative.  

Land Value Tax Analysis: Simulating the Tax in Multnomah County

This report, produced with support from Common Ground OR-WA, examines the impacts of a land value tax system in Multnomah County through a two-step modeling process that first eliminates the tax policy that has caused market assessed value and real market value to diverge, and subsequently simulates a split-rate tax on a) land value and b) improvement value. The report is accompanied by a technical summary document. 

Washington County: Tobacco Retail License Impact Analysis

This report estimates the economic impact of introducing tobacco retail licensure in Washington County, in the context of ensuring compliance with Tobacco 21 (SB 754) by using license registration to create a database of tobacco retailers.

The Portland ADU Market: Conditions, Costs, Drivers, Incentives

This report was researched in collaboration with the Institute for Sustainable Solutions in order to explore the potential for accessory dwelling units (ADUs) to increase housing affordability in the Portland metropolitan region, and assess the efficacy of the City’s SDC fee waiver for increasing affordability by increasing the rental housing supply.
