Calendar Expectations versus Reality: Consequences of Ranked Choice Voting in Portland, ORThe electoral reform enacted in Portland, Oregon in 2022 was monumental. The city transitioned from at-large, first past the post city council and mayoral contests to a system with 4 districts elected with multimember ranked choice voting (STV) for the council and single winner ranked choice voting (AV) for the mayor. This reform creates an opportunity to examine the consequences of a system that is growing in popularity as well as notoriety; scholars are divided as to whether the RCV system delivers what the advocates claim, and there are already places reversing their recent reforms to RCV due to dissatisfaction with the system.
