Infant/Toddler Mental Health Graduate Certificate - Admissions

Applicants to the graduate certificate in Infant/Toddler Mental Health are evaluated on the basis of their academic background, practical experience in the field, and personal qualifications appropriate for effective application of the program studies.

Admission requirements: Prerequisites for admission are a master's degree in a related field or a bachelor's degree with experience working with young children and their families.

Application process

We’ve simplified our process - by submitting a single application in our College Net application system you will be considered for admission to your program as well as to Portland State University. This web based application system will allow you to input your personal information, upload materials, and track your application status from any online location. See application requirements below for more information.

  • Online ApplicationCreate an account and complete the PSU application for graduate admission and submit $65 application fee plus a $2 processing fee. Note: Only one application is needed to apply to both your program of your choice and PSU.
  • Submit a current resume
  • Unofficial transcripts are accepted by the Graduate School of Education for the program application. You must submit transcripts for all institutions previously attended, regardless of whether you earned a degree or not. If admitted, you must send official transcripts to the Office of Graduate Admissions in order to register for classes.
    Acceptable unofficial transcripts are:
    • Web-based transcripts downloaded from an institution: institution and student name must be visible on transcripts
    • Photocopies of official transcripts: these must include the front and back of all pages, including transcript key

    • If you’ve previously submitted official transcripts to PSU, you are still required to upload unofficial transcripts to complete your application.

  • Two references are required. See the prompt in the online application to send the electronic recommendation forms to your recommenders. At least one recommendation must be from a supervisor who is acquainted with your practical experience in the field. Both recommendations should speak to your professional qualifications.

Technical requirements to complete these courses: This is a fully online program and you will need:

  • Proficiency using a computer and common computer software (such as web browsers, word processors, spreadsheet applications, and media players). These skills should be obtained prior to registering for an online course. You may do this by taking an Introduction to Computers class at Portland State University or some other institution or by asking a friend or family member who is familiar with computers to help you learn these skills.
  • To use the PSU e-mail, Banweb systems, and PSU Odin account information which will be provided once you submit your completed application.
  • Unrestricted access to a personal computer (Windows or Mac)
  • Access to Microsoft Office Suite. Google Docs alone will not be adequate for this program.
  • Reliable connection to the Internet (high-speed highly recommended)
  • Current version of a Web browser installed on the computer


The cost for the program follows graduate tuition fees.

*Tuition and fee rates are determined by the Oregon State Board of Higher Education and are subject to change.

*PSU charges a one-time mandatory matriculation fee of $356.00 (charged on the first term of graduate admissions) for all new and transfer graduate students, which is not included in the tuition and fees listed above. Previous PSU students will not receive this charge.

*This program is approved for Restricted Differential Tuition (RDT). See page 7 on the 2017-2018 Academic Year Tuition & Required Fees for the tuition rates for the Infant/Toddler Mental Health Graduate Certificate and page 2 for the Mandatory Fees. There is an additional distance fee of $35 per credit.
