PSU COVID-19 Sick Leave

PROGRAM SUMMARY

Purpose: Recognition of PSU employees’ needs for additional support and flexibility during the COVID-19 pandemic as well as the importance of not spreading illness in the workplace by providing additional COVID-19 Sick Leave.

Hours remaining in employees’ Families First Coronavirus Response Act (FFCRA) Emergency Paid Sick Leave program, which ends on 12/31/2020, will be converted into a new PSU COVID-19 Sick Leave program.

PSU is supplementing those balances with up to an additional week of leave up to a maximum of two weeks of leave total accrual (e.g. for a 1.0 FTE employee up to an additional 40 hours to a maximum total amount of 80 hours).

The PSU COVID-19 Sick Leave program will end on 6/30/2021.

Amount: A maximum of two weeks of accrued leave. The leave is paid at the employee’s regular rate of pay.

FFCRA leave that expires on December 31st will be converted to PSU COVID-19 Sick Leave and an additional week of leave (e.g. up to 40 additional hours for 1.0 FTE) will be added to the balance up to the two week cap (e.g. 80 hours maximum accrual for 1.0 FTE). 

Usage: If you have an existing sick leave balance when you need to take leave, you may elect whether to use your regular sick leave or to use this PSU COVID-19 Sick Leave. Importantly, this emergency leave is provided to you in addition to any sick leave the employee already has accrued.

EMPLOYEE GROUP ELIGIBILITY

This leave applies to all PSU employees including:

  • Academic Professionals
  • Adjunct Faculty
  • Employees on Wage Agreements and Temporary Employees
  • Faculty (Tenured & Non-Tenured)
  • Full and Part-time Staff
  • Graduate Assistants
  • Student Employees

This leave does not apply to vendors, third party contracted workers (often referred to as independent contractors), volunteers, or persons with courtesy appointments.

Eligibility Requirements: This emergency benefit applies to all employees, regardless of the length of employment.

The additional leave grant will be available for all eligible employees hired as-of January 1st, 2021.

WHAT IS PSU COVID-19 SICK LEAVE?

PSU COVID-19 Sick Leave is an extension of and expansion of leave first instituted by the Families First Coronavirus Response Act or FFCRA which was passed by Congress on March 18, 2020 in response to the 2020 coronavirus disease (COVID-19) pandemic. Upon the expiration of the FFCRA sick leave provision on December 31, 2020 and given that the pandemic continues, PSU has extended the use of this sick leave through June 30th, 2021 and has also granted additional leave (see other sections of this document).

 

HOW DOES PSU COVID-19 SICK LEAVE IMPACT MY PAY AND BENEFITS AT PSU?

The use of PSU COVID-19 Sick Leave will not diminish the existing rights or benefits that an employee is entitled to under any other federal or state law, collective bargaining agreement, or current PSU Policy.

PSU COVID-19 Sick Leave is in addition to an employee’s existing leave. An employee is not required to exhaust their existing leave before taking EPSL.

WHAT EVENTS QUALIFY AS REASONS FOR AN EMPLOYEE TO TAKE PSU COVID-19 SICK LEAVE?

PSU COVID-19 Sick Leave was modeled after FFCRA Emergency Paid Sick Leave which was intended to provide up to two weeks of paid leave for any employee who could not work for reasons related to COVID-19 including.

Consistent with Interim President Percy’s commitment to the campus when the University limited its on-campus operations on March 18, PSU will not limit the use of the additional PSU COVID-19 sick leave benefit for reasons related to COVID-19. Instead, PSU will permit all employees to use this additional emergency sick leave for any circumstance outlined in PSU’s sick leave policy and the pay will be at the employee’s regular rate of pay up to 80 hours (or the number of hours that the employee works on average over a two week period).

 

WHAT IS THE DURATION OF PSU COVID-19 SICK LEAVE?

2021 Additional Leave: One additional week of PSU COVID-19 Sick Leave hours will be added to this balance up to the maximum allotment (i.e. a maximum of two weeks of PSU COVID-19 Sick Leave). For example, for someone employed at 1.0 FTE up to 40 hours additional leave to a total maximum leave balance of 80 hours.

Maximum Allotment: In general, the maximum accrual is based on the number of hours the employee works on average over a two-week period. For full-time employees, this is 80 hours. For part-time employees or for employees who work a varying schedule, the hours of paid EPSL will be calculated using the average number of hours worked over a two week period.

Any FFCRA Emergency Paid Sick Leave remaining in employees’ accounts as of December 31st, 2020 will be considered PSU COVID-19 Sick Leave hours and made available for use through June 30th, 2021.

 

HOW LONG DO I HAVE TO USE PSU COVID-19 SICK LEAVE?

PSU COVID-19 Sick Leave is available through June 30, 2021. This leave is not eligible to be paid out or reimbursed upon separation from employment.

 

HOW IS THE AMOUNT TO BE PAID TO ME FOR PSU COVID-19 SICK LEAVE DETERMINED?

PSU COVID-19 Sick Leave is paid at an employee’s regular rate of pay regardless of the reason for the leave.

 

WHEN CAN I START USING PSU COVID-19 SICK LEAVE?

PSU COVID-19 Sick Leave can be used starting on January 1st, 2021. Prior to this date, FFCRA Emergency Paid Sick Leave was available for use from April 1st, 2020 through December 31st, 2020

 

HOW DO I REQUEST AND USE PSU COVID-19 SICK LEAVE?

An employee should request use of PSU COVID-19 Sick Leave in the same way that they request to use other accrued leave balances. Report this time in Banweb as part of the normal timesheet/leave reporting process using the leave code (L19 / LT9).

 

CAN PSU COVID-19 SICK LEAVE BE USED INTERMITTENTLY AND IF SO IN WHAT INCREMENTS?

Yes. The PSU COVID-19 Sick Leave can be used intermittently and can be applied in the same increments as the employee’s accrued sick leave.

 

DO I HAVE TO USE MY OWN LEAVE BALANCES BEFORE USING PSU COVID-19 SICK LEAVE?

No. PSU COVID-19 Sick Leave can be used without regard to any other available balances.

 

CAN I USE PSU COVID-19 SICK LEAVE EVEN IF MY DEPARTMENT HAS DECLARED ME AN ESSENTIAL WORKER IN THE CASE OF A CLOSURE?

Yes. PSU COVID-19 Sick Leave can be used by all employees for any reason provided under or PSU’s sick leave policy. If an employee needs to be absent from work because of COVID-19 related reasons, however, the employee will need to identify that reason when claiming the leave on PSU leave forms or timesheets in Banweb.
