Connect Oregon is a lottery-bond-based initiative that will invest in all forms of transportation. According to the Governor and Connect Oregon, "Moving people and moving goods to market are vital to Oregon's economic success. ConnectOregon will move people and products by investing statewide in Oregon's marine, rail, aviation and transit systems. Building off the success of the Governor's 2003 transportation initiative for roads and bridges, ConnectOregon is the Governor's 2005 proposal for needed improvements in Oregon's deep water ports, airports, freight rail and transit systems to meet the multi-modal needs of the 21st century and beyond."
"The Oregon Transportation Commission would oversee investments and work closely with public and private transportation interests to select and fund these projects. A primary goal is to foster public-private partnerships and maximize contributions from all sources - at least 20 percent of funding will come from private or other public funds. Priority would be given to projects that are construction ready. Additional priority will be given when a project improves the links between two or more modes of transportation."
