The stormwater management plan of the City of Portland, Oregon includes detailed regulations on the approval process for new treatment technologies. Vendors of these technologies must submit supporting test data based on actual or simulated storm events that meet the city’s criteria. The vendor data requirement were thoroughly analyzed in the context of 31 years of storm event data (1980-2011) from an array of 66 rain gauges in the metro area. Results include a comparison with the Stormwater management plan regulations of the state of Washington, the so called Technology Assessment Plan-Ecology (TAPE). Results of this analysis are the basis of recommendations about how to facilitate the testing and approval of stormwater treatment devices so that a larger range of technologies is available for use in Portland and in other Oregon communities.
