Meet The Director

Lisa Bates, PhD

Lisa K. Bates is Associate Professor at the Toulan School of Urban Studies & Planning of Portland State University.   Dr. Bates’ areas of expertise are housing policy and planning, urban neighborhood change and revitalization policy, and equity planning. Her research is focused on social justice and issues of institutionalized racism in policy design and implementation, particularly as related to fair housing. Dr. Bates has engaged in research and policy formulation with a variety of community partners, including ACORN Housing Corporation in New Orleans and Chicago, the City of Portland Bureau of Planning and Sustainability, the Multnomah Youth Commission, the Portland Housing Center, and PolicyLink. At the Toulan School, Dr. Bates teaches research design and methods in both the professional Master of Urban and Regional Planning program and the Doctoral program in Urban Studies. She also leads a senior capstone, Action Research with Youth, in which undergraduate students engage in community-based participatory research.
