In the interest of community safety, the Washington County Community Corrections Department is requesting public assistance in locating the whereabouts of Robert Edward Foster, a fugitive sex offender. Anyone who sees him or comes into contact with this subject is asked to call 9-1-1 immediately.
Mr. Foster was sentenced in 2011 to 37 months in Prison for Attempted Sexual Abuse I and Burglary II. He was released on 7/30/14 was and directed to reside at the Community Corrections Center as he did not have an appropriate release address. He checked out of the facility and failed to return as directed. His whereabouts are currently unknown. A warrant for his arrest is active. *Use caution*
Special Conditions of Post-Prison Supervision:
Mr. Foster is not to have any contact with his victim or minors. He is prohibited from consuming alcoholic beverages or other mind-altering drugs. He is prohibited from associating with known drug users outside of a treatment setting. Foster must register as a sex offender with law enforcement, participate in sex offender treatment, and submit to regular polygraph examinations.
Conviction Offense Behavior:
Mr. Foster’s current conviction involved him sexually assaulting a 27 year-old, stranger female victim. Mr. Foster was 23 at the time of the offense. Foster followed his victim off the MAX train into the school restroom at PSU. When she attempted to exit the stall, he was in front of her, exposing himself. He then tried forcing her back into the stall and removing her pants when she screamed and was able to escape. Upon his apprehension, Foster had a number of women’s undergarments shoved down his pants and tied around his waist. Mr. Foster’s criminal history includes theft, supplying contraband into a correctional facility, interfering with police, conspiracy, unlawful entry into a motor vehicle, burglary, drug possession etc. Mr. Foster has a documented history of substance abuse (alcohol, I.V. heroin, methamphetamine etc.) and anger management issues. He has failed at drug treatment programs (outpatient and inpatient). He had many disciplinary issues in prison to include possession of pornography and women's undergarments. Foster has 44 arrest cycles as an adult and has absconded supervision on 21 prior occasions.
