Yesterday evening, a VOI/PSU reception was held at the Simon Benson House to honor Vice Minister of Foreign Affairs for Vietnam, Mr. Hà Kim Ngọc.

Vice Minister Ngoc played a critical role in forging the recent agreement between the State of Oregon and Vietnam, which Governor Kate Brown signed last October in Hanoi, and which President Obama specifically recognized during his May 2016 visit to Vietnam. Vice Minister Ngoc is especially interested in discussing ways to elevate and strengthen the Vietnam-Oregon Initiative (VOI), and our emerging plans here at PSU to take VOI from an initiative to a full-fledged institute, building further on our current programs and projects in at least five Vietnamese provinces.

Vice Minister Ngoc is the highest-ranking Vietnamese official to date to visit Oregon. He was joined by Mr. Ho Xuan Son, Consul General of Vietnam Consulate in San Francisco; Mr. Quang Nguyen, Assistant Director General of Americas Department, Ministry of Foreign Affairs; Mr. Ninh Tran, Officer at Americas Department, Ministry of Foreign Affairs; Mr. Nam Do, Consul of Vietnam Consulate in San Francisco; Mr. Khang Nguyen, Consul of Vietnam Consulate in San Francisco; and Mr. Hoang Dang, Assistant Consul General of the Vietnam Consulate in San Francisco.
