Quinn Soifer
Technical Services Manager

Quinn works with the campus community and PSU facilities operations staff on campus construction projects. He specializes in project management and mechanical design. Quinn also assists in construction administration, quality control, job site safety, and cost estimating / review. Quinn is a registered professional engineer in the state of Oregon.



Tom Arnich

Tom Arnich is an architectural consultant and team member who provides architectural services for university improvement projects as directed by Capital Projects and Construction. Services include architectural planning, design, and site observation for alterations and repair of campus facilities. Specific design documents are prepared to meet the scope of approved projects. These documents are used as a basis for requesting contractor bids on projects as well as city building permit approvals. The architectural team challenge is to revitalize the constructed environment while conserving university resources.


Jim Schmidt

Architect and Project Coordinator

Jim is currently going through the steps to become a licensed Architect.  Jim conducts design work for smaller projects around campus. Jim also assists with all aspects of large scale projects from scoping and estimating to construction administration and closeout.



Joshua Steed
Electrical Engineer and Project Manager

After graduating the University of Arkansas, Joshua has continued to pursue his experience in the engineering field with approximately 9 years in private consulting.  Joshua is a registered professional electrical engineer in the states of Oregon, California and Hawaii.  Being part of the PSU Capital Projects & Construction (CPC) department, his responsibilities include electrical consulting and support for all electrical construction on campus.  On a daily basis, he provides engineering and project management services while coordinating & consulting with other PSU departments, consultants and contractors.


Hlee Heur
Architectural Drafter

Hlee graduated at Portland State University (PSU) with a Bachelor of Science in Architecture. She also studied abroad in Berlin for two terms at CIEE GAD (Global Architecture & Design) through PSU's aboard program. She started as a student worker at CPC (Capital Projects & Construction) and continued working for CPC as a Temporary Drafter after graduating from PSU. Hlee is now a classify worker to helps assist project related tasks including drafting, data & file management, other construction related services, and she is also working on integrating BIM (Building Information Modeling) into the university’s archiving process. 



Britney Steigleder
Architectural Drafter (temporary wage agreement)

Britney has a Bachelor’s degree in Civil Engineering. She has previously worked on a variety of commercial, multi-family and mixed use development projects. At PSU, Britney works with the technical services group to assist with project related tasks including: drafting, data/file management and other construction related services. Britney is also working on the integration of BIM (Building Information Modeling) into the university’s existing archiving process.
