Project leaders from Portland State University and Mt. Hood Community College and members of the advisory committees have been gathering data on the UTRN project since 2005 - 2006. In March of 2006, Portland Community College (PCC) joined the project. Craig Kolins, Dean of Instruction and Student Development at PCC, serves as Chair of the Policy Advisory Committee and Juliette Stoering, Research Analyst in the Office of Institutional Research and Planning at PSU, serves as chair of the Data Advisory Committee. In 2006 - 2007, Clackamas Community College and Chemeteka Community College joined, broadening the scope of the project across the Portland metropolitan area.
