FORUMS ON THE ROLE FOR PLANNING

IN THE FUTURE OF OREGON

Two forums will be held in room 303 of the Urban Center from 10 to 11:30 a.m. on the last Friday of the month (unless otherwise noted)

Forums planned for spring term will consider sustainability, infrastructure and land use choices facing Oregon. All forums will be webcast live and archived for future viewing. Our expectation is that each event will stimulate spirited conversation, focus our expectations on the role of planning in the future and provide students, faculty and others attending with new insights.

The Nohad A. Toulan School of Urban Studies and Planning established the position of “Planner in Residence" in 2005 as a means for

Strengthening the ties between the MURP program and the planning profession

Providing students with both mentoring and career advice;

Creating a conduit for practicing planners to connect with the MURP program and the Toulan School.

The Planner in Residence is appointed for a two-year term, and is able to develop their own program of activities, research, and service consistent with the aims for the position. This has included but is not limited to participation in the planning practice elements of the MURP curriculum, serving as a guest speaker in classes, providing “short" courses on aspects of practice (project management, writing, career planning) essential to success in the field but best treated in a workshop rather than course format, and the creation in 2007 of the Forum on the Role for Planning in the Future of Oregon. In all cases, we seek an innovative focus on practice, and the presence for practice within the MURP program

During Academic years 2005-06 and 2006-07, Sumner Sharpe, Ph.D., FAICP, served as inaugural Planner in Residence. Sumner is a senior consultant associated with Parametrix's Portland office.Prior to joining Parametrix, he was Office Director for the Portland office of Pacific Rim Resources, a partner with Cogan Sharpe Cogan, a Professor of Urban Studies and Planning/Portland State University, executive director of a non-profit agency, a planning staff member for city and regional planning agencies in the Portland region, and served as a Peace Corps Volunteer in Thailand. (Group 1) He has been active in the American Planning Association (APA) - serving twice as Oregon Chapter President, a Commissioner and President of the American Institute of Certified Planners, and a board member of the American Planning Association. He is the recipient of both state and national distinguished service awards from the APA. He served as Vice Chair of the Vancouver WA Planning Commission and a member of the Portland Metropolitan Human relations Commission. Sumner educational background includes: AB in Geography honors) from Dartmouth College, Master's in City and Regional Planning from Cornell University, post-graduate study at the London School of Economics, and a PhD. in Urban Planning from the University of Washington.

In the fall of 2007, Arnold Cogan, FAICP, Principal in the firm of Cogan Owens Cogan, and the first director of the Oregon Department of Land Conservation and Development began serving in that position

Arnold Cogan, a principal in Cogan Owens Cogan, LLC, is well respected nationally for his more than 40 years professional experience in the fields of policy planning, public involvement, intergovernmental relations, and public policy dispute resolution. He was Oregon's first planning coordinator under Governor Tom McCall, first director of the state Department of Land Conservation and Development and first planning director for the Port of Portland. He is on the Public Policy Dispute Resolution roster of the Oregon Department of Justice and also on rosters to mediate environmental, transportation and public policy disputes for the U.S. Institute for Environmental Conflict Resolution. He is a member of the first class of the College of Fellows of the American Institute of Certified Planners. The Oregon Chapter of the American Planning Association honored him with an award of Distinguished Leadership in the Planning Profession. Cogan chaired the Board of Directors of Pioneer Courthouse Square and the Professional Design Review Group to the Oregon Capitol Planning Commission. He is former vice-chair, Oregon Environmental Quality Commission and past board member of the Portland City Club.
He is a popular commentator and writer on planning and related issues.
