Graduate Certificate Admissions

To apply for admission to the Nohad A. Toulan School of Urban Studies & Planning in pursuit of a Graduate Certificate in Real Estate Development, Graduate Certificate in Transportation, or Graduate Certificate in Urban Design, follow the steps listed below.

Note: There is no deadline for the application. You can apply any time.

Prerequisites for Graduate Certificate Admission

Candidates for our post-baccalaureate certificate programs must have a Bachelor's degree with a minimum 2.75 GPA. Backgrounds may include planning, civil & environmental engineering, business administration, geography, mathematics, statistics, economics, political science, computer science, and other liberal arts and sciences majors.

Please note: We will be moving to CollegeNet for application processes, ETA to be determined. While we diligently work on getting this in place, please apply using hardcopy application materials as detailed below. 

 Application Process for Applying to the Graduate Certificate Programs

Please note that Portland State University requires 2 separate application processes as detailed below. You will need to submit 2 applications: 1 to PSU and 1 to the Toulan School of Urban Studies and Planning.

PSU Admissions: Process 1 Requirements


TSUSP Departmental Graduate Certificate Admissions: Process 2 Requirements

  • Complete the Graduate Certificate Program Application. (Check the CRTGR box.)
  • A $50 non-refundable application fee (may be paid online with application submission or mailed to University Admissions Office; do not send cash);
  • One official transcript, in a sealed envelope, from each post-secondary education institution you've attended. 
  • Note: If you are already admitted to a Master's or Ph.D. degree program at Portland State University and currently registered for coursework, you can use the GO-19M or GO-19D form to request addition of the Graduate Certificate Program.



  • Apply: Departmental Graduate Certificate Application for Admissions.
  • Transcript(s): copies of your transcripts from each post-secondary education institution you've attended (this includes any study abroad)
  • Statement of Purpose: one page maximum
  • Resume/CV: A current resume or CV listing work and educational background.
