Bill Bloom received his BA from Indiana University in 1972 and his law degree from the University of Miami in 1977. He engaged in the general practice of law and held a variety of management positions in the business and legal environments for over 20 years in Oregon and Washington before obtaining his MBA from Portland State University in 2001. Following his graduation from PSU, he worked as Corporate Counsel & Strategist and (Acting) Chief Operating Officer for an Internet streaming media software development company before a short-term voluntary assignment teaching college-level business courses in the Russian Far East in 2002 fired his enthusiasm for teaching at the college level. During the 2003-2004 academic year, he taught business courses and served as Dean of Students at Moscow University Touro, a private English-language college located in the capital of the Russian Federation. He returned to PSU in 2004 to pursue a PhD in Systems Science. While working toward his PhD, he has taught introductory business courses at PSU, as well as courses in Business Environment and in Business Strategy.  He also teaches Business Law and Business Strategy courses at other Portland-area institutions of higher learning.

Bill's research interests include the strategic implications of operational management, particularly as related to sustainable and/or lean business operations; international business issues, including the dynamics of cross-cultural communication in business; and the application of strategic systems thinking to domestic and international business operations.
