The Center for Public Service worked with Fairview, Troutdale and Wood Village ("Three Cities") to analyze the services provided under the Gresham Fire and Emergency Services IGA. The purpose of this project was threefold: To understand the operational, financial and revenue realities that structure fire/EMS service for the Three Cities (Fairview, Troutdale and Wood Village); to propose alternatives and options for service delivery to the Three Cities ("Menu of Options); and to help the Three Cities diligently prepare for future service delivery arrangements for fire/EMS services.

Donna Roy, MA, Clinical Director of M.E.T.A. Counseling Clinic, is a pioneer of unorthodox counseling methodology. Donna’s career began in nonprofit management and ESL/cross-cultural training before she jumped into the personal change field via a somewhat circuitous route. After recognizing her dissatisfaction with her teaching and mentoring work and having had an epiphany about going back to school to become a counselor, she trained for a number of years in experiential dreamwork, earth-based change processes, and Hakomi mindfulness-based psychotherapy.

This study selects three public service occupations-- accountant, K-12 teacher, and state trooper/police officer – commonly found in three Northwest states and their three largest cities (Portland, Seattle, and Boise.) Key assumptions were made to allow “apples-to-apples” comparisons of the retirement benefits of current and future retirees, both within and between each system.

In the spring and summer of 2012 the State of Oregon commissioned a study from Portland State University’s Center for Public Service to examine the single biggest cost of most government jurisdictions: personnel costs. Working closely with the League of Oregon Cities and the Association of Oregon Counties, the state and the CPS research team identified 21 different city and county jurisdictions in Oregon and southwest Washington, in addition to using state of Oregon data.

Erica Wagner is an associate professor of information systems. She earned her Ph.D. from the London School of Economics and has an undergraduate degree in accounting. John recently stepped down as Vice President of Global Operations for Radisys. His functional responsibilities included design and implementation of a structured continuous improvement capability across the Radisys enterprise based on the fusion of Lean, Six Sigma, Kaizen and Policy Deployment methodologies. Before that, he held similar positions with Planar Systems and Tektronix. John holds a B.S. in Mechanical Engineering and an MBA, both from the University of Washington.

Zoradi and his staff steer about $200,000 a year in scholarships to students in South Africa and Rwanda. Recipients are starting to graduate from colleges and trade schools; each must pledge a year’s tuition for someone else once they’re working.

Peggy graduated Portland State in 1959 with a degree in education. She had majored in music for two years singing soprano, however her parents urged her to get a teaching degree as “something to fall back on.” That had a lot to do with social conditions; it was only a year before she graduated that the first African American woman, Gloria Davy, sang at the Metropolitan Opera. During her time at Portland State, Peggy was the only African American in the music department.

Coming from hardworking, blue collar, supportive but poor families, the Yadens both received scholarships during their time at Portland State and remained integral to their future successes. This year two undergraduate students in the College of Urban & Public Affairs will be the first recipients of the Yaden family endowed scholarship; their goal for this endowment is to help students from similar backgrounds. “It makes me really happy to think that someone like me whose father had maybe finished 8th Grade could get a university degree with a little financial help.” Janice says.

Mark Prater earned his BA in Accounting from Portland State in 1981. He is currently the deputy staff director and minority chief tax counsel on the Senate Finance Committee. Prater became the committee's chief tax counsel when Sen. Robert Packwood was chair, who is well-liked and widely praised on both sides of the aisle. Prater’s expertise extends beyond taxes to other areas under the Finance Committee’s jurisdiction including health care.

She recently held the position of president for Columbia Willamette Compensation Group, an affiliated group of World at Work, and is currently a group partnership liaison and board member for World at Work. Before establishing a career and consulting practice in employee compensation, Ms. Boedigheimer spent over ten years in corporate accounting and finance in the high-tech industry. Since starting her own practice she has worked for companies as small as 40 employees and as large as 10,000. Her work spans a variety of industries, including health care, high tech, banking, public utilities, and manufacturing.

He received his original Lean training from first-generation experts, including Dr. Shigeo Shingo (co-architect of The Toyota Production System), Hiroyuki Hirano (author and noted JIT expert), Dr. Ryuji Fukuda (member of The Sigma Project in Japan and winner of the Deming Prize), and TPM experts from Japan Institute of Plant Maintenance. Mr. Fabrizio holds an undergraduate engineering degree, a MEd, and a law degree. He has authored several books and training programs about Lean.

He has an MA in organizational communication from Marylhurst University. Since 1991, Mr. Sheesley’s career has been in the mediation and dispute resolution field. He has conducted more than 1,500 mediation and facilitation cases across a spectrum of community and organizational settings. He has served on over 18 conflict management rosters and regularly performs interventions for organizations throughout Oregon. He has amassed over 5,000 hours as an instructor in these specialty skills.

Mr. Sarazin has held leadership positions with ALCOA, PACCAR, PGE, and Mutual Health Systems, Inc. He is an accomplished author and trainer, and his most recent publication, Action with Traction, is available on Amazon. Mr. Sarazin has been active in his profession and the community, and is a youth soccer coach. After studying business and engineering, she found her true calling and majored in social work at PSU. She’s also forged strong friendships with students of very different beliefs and backgrounds.

Skateboarding, biking, surfing, rollerskating—if you can stand on it or it has wheels, Smitty’s all about it. He also loves whipping up something fresh from the community garden and working at the Queer Resource Center. After testing the waters at six different colleges, Smitty says he’s found his home at PSU.

“What’s up?” When Jimmy was asked that question his first year at PSU, he’d literally look up to see if something was there. His English skills have come a long way since then—and besides the three languages he already speaks, now he’s studying German and Spanish. He credits “Glee” for helping teach him American slang, and PSU for countless opportunities to get involved.

With an English and Communications double major and a minor in film at PSU, Natalie’s well on her way to making her dreams happen. Felicia is a PSU student, proud Mexican American—and fledgling fisherwoman. Always up for a new experience, she recently took up fishing and though she was at first a little grossed out by baiting her own hook, she now reels ‘em in like a pro. Felicia says PSU is the perfect environment for people like her who love trying out new things, discovering new cultures, and connecting with their heritage.

When Valesca arrived at PSU from Brazil, she had a serious passion for AC/DC, limited English skills, and a narrower view of the world. Since then, she’s become fluent in English and says the incredible diversity on campus has really opened her mind to new cultures, ideas and opinions. And while she enjoys discovering new music, she still loves rocking out to old-school metal.

The first African American woman elected to the Oregon State Senate, she is a dedicated activist, community leader, PSU professor and author—to name just a few.
