Employee Eligibility
Benefits eligible Unclassified employees who are employed at .50 FTE or more on a 12-month appointment and benefits eligible Classified employees are eligible for holiday pay. Graduate assistants, academic staff whose annual appointment is less than .50 FTE and/or on academic wages, employees on leave without pay, and other non-benefited employees are not eligible for holiday pay.
Full time employees receive eight (8) hours of holiday pay for recognized holidays. Part time and hourly employees receive a prorated share of the eight (8) hours based on their FTE percentage.

* Classified employees must be in pay status at least 1/2 of the last workday before the holiday and 1/2 the first workday after the holiday in order to receive holiday pay.
** The Special Day and Governor's Day do not carry forward if not used as outlined.
Whenever a holiday falls on a Sunday, the following Monday will be observed as the holiday. If a holiday falls on a Saturday, the preceding Friday will be observed as the holiday. In addition, Classified employees who are required to work on a holiday will receive compensatory time off or cash at the rate of time and one-half.
Wait Period and Maximum Balance
Eligibility for holiday pay begins with date of hire and is available for use immediately.
Governor's Day
Oregon's governor has discretion to grant 12 month unclassified employees an additional day of paid leave, referred to as the Governor's Day. The day is usually designated to be in conjunction with Thanksgiving, Christmas, or New Year's Day. Employees must be employed as of the day prior to the applicable holiday to receive this leave. Governor's Day has been approved for the 2012 holiday season, leave may be taken on one of the following days:
- Pre-Thanksgiving
- Pre- or Post-Christmas
- Pre- or Post-New Year's Day
If requested Governor's Leave days are not available to an employee, the employee may request to take the Governor’s Leave on another day. Employees must use this special day of leave on or before January 31, 2013.
Special Day
In addition to the holidays outlined (other than the Governor's Day) in this section, the SEIU Collective Bargaining Agreement grants classified employees a Special Day of paid leave (8 hours for full time employees and a prorated share for part time employees). This leave may be taken on one of the following days:
- Pre- or Post-Christmas
- Pre- or Post-New Year's Day
- On another day if those days are not available. Refer to article 42, Section 2 of SEIU Collective Bargaining Agreement.
Scheduling and Use of Governor's and Special Days
Scheduling use of a granted Governor's Day or a Special Day must be done in advance cooperatively with the approval of the employee's supervisor. Time off for these days should be scheduled in such a manner as to minimize the disruption to the operations of the department and organization, within reasonable supervisory discretion.
Each department may establish guidelines for employees in addition to this in order to meet customer service and operational needs of the department.
Recordkeeping
Employees must record and submit usage of holidays and the Governor's or Special Days accurately on the applicable timesheet and/or leave roster within established payroll deadlines.
