About the Survey
Public-sector organizations across the United States are in the midst of a substantial turnover in management and executive talent in their financial management organizations. Many organizations have neither a strategy nor the bench strength to replace departing managers and executive. Moreover, few, if any, schools of public policy, public affairs, and public administration have comprehensive, up-to-date curricula in place to educate current students in the disciplines of modern public financial management.
Immediate action is needed to cover the anticipated shortfall of qualified financial managers of public sector enterprises. We believe a cooperative choice is the most promising approach to cover the anticipated shortfall. A Western states cooperative (C3FM) made up of governments, public financial management associations, universities, and commercial interests is now forming to produce a common curriculum and shared sets of teaching resources.
The first step in this effort is to create a project to explore the possibilities and impediments of such an approach, essentially to establish if the opportunity is viable. This survey is the first step in the effort to evaluate the viability of a collective approach to financial management education.
