Call to Action: Impact of Co-Chairs Budget Proposal on PSU
We need your help to stave off further state budget cuts! Please send a personal letter your legislators (you can look up your legislator here) and key leaders listed below (I’ve included email addresses also, but letters are much more effective) and send Government Relations an electronic copy at cornett at pdx dot edu. In your letters, share your personal story of why PSU matters to you. Here is draft language for your use.

Dear Senator or Representative X:

While we appreciate the difficult times and that we all must share in the collective pain, the Co-Chairs Budget would have serious consequences for Portland State University, its faculty and students. At a time when PSU is experiencing an 18 percent increase in applications for next year, we will see reductions in faculty and staff and perhaps even net loss in students. This means more crowded classes and loss of classes, which will impede students’ progress to completion. Here are a few figures:

• Loss of approx. 65 staff at PSU and 134,000 service hours which would otherwise support the progress of students in their education
• Loss of approx. 44 faculty, 32,000 student credit hours and 264 +/- courses. This translates directly to instructional capacity losses which will impede many students in completing their programs.
• 610 undergraduate and 110 graduate student losses

REMEMBER: SHARE YOUR PERSONAL PSU STORY

How do we prevent this from happening. First and foremost, it is very important that there be restoration of $20 million in funding to the OUS budget.

Next, there needs to be flexibility in managing tuition at all levels, especially out of state and graduate student tuition. The proposed 7% undergraduate resident tuition at PSU will hamstring the campus’s ability to manage budget reductions effectively. Most of the budget is compensation for faculty and staff. With every dollar lost in tuition revenue, more faculty and staff losses will occur.

Any future potential budget reductions should not be applied to OUS because doing so could increase the reduction in the Co-Chairs’ budget from 16% to over 20%. Because K-12 and Community Colleges would not be exposed to this possible round of additional reductions, including OUS in this reduction would result in a disproportionate cut to higher education and runs the risk of conflicting with the federal American Recovery and Reinvestment Act, which requires that state maintain a consistent level effort across all education sectors.

In closing, as I started out with, I understand that tough decisions must be made, but please stop the disinvestment in higher education that will help the State of Oregon so greatly in the long run.
