Once you have been awarded and accept a Federal Stafford loan, or if you have applied for a Federal PLUS loan with Portland State and it has been approved by your lender, you will need to complete a Master Promissory Note (MPN) for the funds to be disbursed to the school. The MPN is the binding legal document that borrowers sign when they obtain loans. Promissory notes define the conditions under which funds are provided and the terms under which borrowers agree to pay back the loan. Promissory notes include information about your interest rate and about deferment and cancellation provisions. If you selected a lender that is not listed below, contact your lender for instructions on signing your Master Promissory Note.
e-Signing your Stafford MPN
Once you have accepted a federal Stafford loan offered to you by the PSU financial aid office and have selected a lender to fund your loan, you will receive MPN information via mail detailing both your e-sign and paper signature options.

Your Stafford MPN will be ready for you to e-sign via OpenNet generally five business days after you accept your loan and choose a lender listed above.
Citi Bank | begin MPN e-sign if you selected Citi bank for your Federal Stafford loan.
If you selected one of the lenders listed below for your Federal PLUS loan, your PLUS MPN will be ready for you to e-sign via OpenNet generally five business days after you submit the PLUS loan application to PSU. Once you have submitted your Federal PLUS loan application to the PSU financial aid office and have selected a lender to fund your loan, you will receive MPN information via mail detailing both your e-sign and paper signature options.
You will need Microsoft Internet Explorer 5.0 or Mozilla Firefox 1.0 or later to download and sign your Master Promissory Note. Safari does not currently support the MPN e-sign process.
