Criteria Affecting Eligibility

Admission

If you are a new student you can apply for aid before you have started the admissions process; however, you must be admitted to receive aid. Check out the Admissions site for application information. Additionally, once you complete a degree, if you want to continue enrollment and continue receiving financial aid, you must be admitted to a new degree or certificate program.

Citizenship

You must either be a U.S. citizen or an eligible non-citizen to be eligible for federal student financial aid. Generally, you are an eligible non-citizen if you are:

  1. A U.S. permanent resident and you have an Alien Registration Receipt card (I-551).
  2. A conditional permanent resident (I-551C).
  3. Any other eligible non-citizen with an Arrival-Departure record (I-94) from the Department of Homeland Security showing any of the following designations: "Refugee", "Asylum Granted", "Parole" (I-94 confirms paroled for a minimum of one year and status has not expired), or "Cuban-Haitian Entrant."

If you are neither a citizen nor an eligible non-citizen, you are not eligible for federal student aid. However, you may be eligible for some scholarships or non-federal student loans.

Default/Repay

If you are in default on a federal Stafford or Perkins student loan you will not be eligible for federal aid. You may not be eligible for other aid.

If you owe repayments on federal student grants you must repay in full or make satisfactory arrangements to repay before you regain eligibility.

Enrollment

You must maintain a certain level of enrollment to receive your aid. The necessary enrollment depends on the types of aid you are receiving and also on your admission level. For more information about how your enrollment impacts your financial aid, please visit our Types of Aid Information Page.

Satisfactory Academic Progress (SAP)

To remain eligible for financial aid, you must maintain Satisfactory Academic Progress throughout your academic career at PSU. For more information, read the Satisfactory Academic Progress Policy.

Study Abroad

Students who participate in a study abroad program that is sponsored by the PSU Study Abroad office may receive financial aid for their study. The costs for the study abroad program will be included when determining aid eligibility, although there is no guarantee that there will be sufficient aid to cover all costs. PSU will not provide financial aid for students who choose a study abroad program sponsored by another college, university or organization.

Students interested in receiving aid for study abroad must apply for aid at least three months before their planned departure. Students will also need to complete a form indicating that all financial aid requirements are met and disbursement arrangements are made before they leave. The staff in the Study Abroad office will provide this form and other necessary information.

Transfer Students

If you transfer to Portland State University during the middle of the school year, you are required to meet all the other eligibility requirements described here. You must have your FAFSA application data sent to PSU. Call the federal aid processor at 800-433-3243 and tell them to send your application to PSU. The school code number for PSU is 003216.

Eligible undergraduates can receive Pell Grant and Oregon Opportunity Grant. In addition, Federal Stafford Loans are available to undergraduates, post-baccalaureates and graduate students who enroll at least half-time and whose applications are received in time to complete the awarding process. If you received aid at your first school before transferring mid-year to PSU, those amounts will impact remaining aid eligibility at PSU for the remainder of the school year.

Selective Service

Male students between the ages of 18-25 must be registered with the Selective Service to be considered for financial aid. This requirement covers both citizens of the United States and most other men residing in the U.S. If you need to register, you can do so here.

A man who is in the United States as a lawful non-immigrant isn't required to register as long as he maintains that status.

Drug Conviction

If you have been convicted of possessing or selling illegal drugs, you may not be eligible to receive federal student aid. When completing the FAFSA, please follow the instructions pertaining to Question 31 (Drug Convictions).
