Commissioner Training
Series
The Oregon Chapter of the American Planning Association (OAPA) is
partnering with the Nohad A. Toulan School of Urban Studies and
Planning at Portland State University to provide a monthly, nine-part
training series for planning commissioners. Trainings will be every
2nd Friday @ 10AM from October through June and will be streamed live
on the web.
The presentations help to fulfill OAPA's goal of providing education
and outreach about planning to public officials, allied professions,
students, educators, interest groups, the media, and the public at
large. As a result, the sessions are open to the public, free to
attend, and free to view online. Sessions will also be archived for
viewing at your convenience. Finally, we have a
new feature
- you
can ask questions in real time that will be answered by the presenter
in the last 10 minutes by sending an email to the following address:

Adrianne Brockman will speak in depth about the land use hearings
process. She will cover topics including: required announcements; ex
parte contacts, bias and conflict of interest; the order of testimony;
the Planning Commission as a fact finding body and the process for
gathering facts; issues that may arise during the hearing; findings;
conditions of approval; and the final decision. Adrianne has had a
forty-year career in land use planning; twenty years as a planner and
twenty years as a municipal attorney. She served for nine years on a
Planning Commission, served as a hearings officer, and taught hearings
procedures at Portland State University for many years. She has
conducted Planning Commissioner training for many jurisdictions.
