IBM Global Energy & Utilities Industry,Vice President, Strategy and Development
Allan Schurr is responsible for IBM's market strategy, regulatory policy, and partner management for the global electric, gas, and water industries. IBM's solutions include offerings in customer management, advanced metering infrastructure, and work & asset management that integrate the breadth of IBM hardware, software, and service offerings.
In addition, Schurr leads IBM's utility initiatives for emerging solutions targeting the role of energy in a Smarter Planet, supported by a broad ecosystem. In this role, Schurr is working with utility companies to accelerate the development of Smart Grid and the integration of renewable energy sources and distributed energy assets like plug-in vehicles.
Schurr is a frequent speaker and has testified before the US Congress regarding the benefits of smart grid technology and impediments to its development. In 2010 he was named to earth2tech's Top 15 Connected Car Influencers, and he holds a patent for System and Method for Energy Usage Curtailment and received a bachelor's degree in mechanical engineering from the University of California Davis and a masters in business administration from St. Mary's College in California. He is a registered engineer in the State of California.

Beceiro works day-to-day with the City of Austin, Austin Energy, UT Austin Clean Energy Incubator, Austin Chamber Clean Energy Council, State of Texas, and the Austin cleantech industry in a collaborative effort towards building Austin's clean energy ecosystem. Beceiro and the Austin clean energy community are solidifying Austin's title as the "Clean Energy Capital of the World."
Beceiro's responsibilities include:
- Recruiting clean technology companies to the five-county Austin metro area
- Lobbying in support of cleantech public policies at the local, state, and federal levels
- Coordinating and serving as the regional spokesperson on Austin cleantech initiatives
- Serving as the coordinator of the Austin Chamber Clean Energy Council
Beceiro also serves as a board member of the Pecan Street Project, Inc. organization. The Pecan Street Project is the nation's most advanced and ambitious smart grid initiative. As the organization's Treasurer, Beceiro coordinates with other PSP board members representing the City of Austin, Austin Energy, Environmental Defense Fund, and UT Austin on executing the PSP mission of developing and deploying an entirely new energy delivery system in Austin, TX.
Prior to joining the Austin Chamber, Beceiro worked as an economic development consultant for Austin-based AngelouEconomics where he developed community assessment reports, target industry studies, site selection analyses, and strategic implementation strategies for regional communities and private sector clients.
Beceiro is a graduate of the University of Texas at Austin in economics with concentrations in mathematics, aerospace engineering, and finance.
