Pre-award Process

Proposal Development

  1. A GSE research team has an idea and tells Ann Fullerton they want to submit a proposal. Ann assesses proposed idea and determines whether it is appropriate for the GSE.
  2. A SPED research team has an idea and tells Ruth Falco they want to submit a proposal. Ruth assesses proposed idea and determines whether it is appropriate for the RCIEP.
  3. Twila works with researchers (both GSE and RCIEP)to assess the project needs and develop a project management plan and timeline for completion of all pre-award tasks.
  4. The Principal Investigator (PI) writes the proposal. Working with the PI, Twila creates the budget, helps create the budget justification, proofreads, edits, and helps research literature and data to support the proposal. She also reads the funding agency guidelines to ensure compliance, helps create management tables, person loading charts, and other tables and figures, reference section, CVs and effort commitment statements along with helping obtain letters of support, human subjects narratives, adequacy statements, GEPA statements, and any other peripheral, supporting information. Helps edit for length and checks all formats.

Pre-Award Forms and Policies

  1. Proposal Internal Approval Form (PIAF)
    Twila fills out the Proposal Internal Approval Form (PIAF) and routes it for signatures (PI and Co-PIs, Department Chair/Chairs/the Dean/Deans/Nancy Koroloff). She also submits the abstract, budget, and budget narrative at the same time. Once Nancy Koroloff has reviewed and signed the PIAF, Twila is sent the electronic copy with a number assigned to it. If the proposal is funded, the PI agrees to conduct the project and follow Portland State policies and procedures.

  2. ORSP Review
    The PI or Twila delivers the budget, budget narrative, PIAF with signatures, any supporting assurances, sponsor signature sheet if required, and an abstract to ORSP at least three business days prior to the submission deadline for review of conformance to university policy, state or federal regulation, budget and fiscal compliance, sponsor certifications and assurances, adherence to regulatory and safety compliance, and potential conflicts of interest.

  3. ORSP Approval
    After review, the ORSP Authorizing Official provides approval for release to the external sponsor and notifies Twila of the approval.

Submission

  1. Online submission to Grants.Gov
    After receiving final approval from ORSP, Twila creates pdfs of final documents, fills out online grants.gov applications, and, acting as proxy to Bill Helsley submits the proposal (1 to 2 day process).
  2. Tracking number
    Bill Helsley receives confirmation from grants.gov, and is assigned a tracking number which he forwards to the PI and to Twila.
  3. Foundations and other non-federal grant submissions.
    All the above forms are filled in and policies are followed. Twila reads the funding agency rules and submits the proposal accordingly, whether electronically or by mail.
